Product Craft
A shift in the craft of building and running games, apps and family products in 2026: rising acquisition costs and falling installs, D2C web shops, generative AI in production, community/UGC and responsible-design regulation are moving at once. Tracked data shows mobile game revenue shrinking while one forecaster expects growth; about 1.3% of new titles break out and a few heavy payers carry revenue. The EU's KIDS Act proposal reaches streak mechanics and AI companions. In US betting, state enforcement and the courts lead; Australia limits advertising and Brazil banned betting by provisional measure. MIXI runs Monster Strike, FamilyAlbum and sports; its sales mix is shifting toward Sports, though Digital Entertainment was still the largest business in FY2026.

Review pass, not a cadence refresh. Moved Android developer verification (Sept 30) and Apple's EU terms (Oct 1) to the past. …
Replaced the Brazil ad-limits premise with its Sept 25 betting ban. Corrected STRIKE WORLD described as non-paying, MIXI's sales mix and the Australian bill's status, and reading Moloco's concentration as the contraction's breakdown. Re-scored or expired weakly supported signals and added what Apple's social-media definition means for FamilyAlbum. - 2026-09-25
Update of Sept 25, 2026. The EU proposed the KIDS Act (Sept 17), reaching streaks, AI companions and store age ratings. …
In Apple v Epic, Apple filed its merits brief and the US urged reversal on the 27% commission. State action against prediction markets widened as the CLARITY Act stalled. Entain moved to the FTSE 250. Added: Newzoo's growth forecast against Sensor Tower's decline, Japan -5.1% with Monster Strike second, DMM's alternative store, and a Brazilian age-check order. - 2026-09-05
Narrative as of September 5, 2026 (moved verbatim from the summaries at the lifecycle migration). In Europe PEGI has rated paid-random-item titles 16+ since June 2026, and on Sept 1, 2026 the Commission designated Roblox, ChatGPT and Reddit as Very Large Online Platforms under the DSA, with obligations from January 2027. …
Australia's eSafety Commissioner secured a court-enforceable child-safety undertaking from Roblox on Aug 20, 2026 and parliament passed the gambling-advertising bill in Aug 2026; a Brazilian Senate committee approved betting advertising and sponsorship restrictions on Sept 3, 2026. The legal home of betting has split: on Aug 28, 2026 the Ninth Circuit held prediction markets' sports event contracts are bets rather than swaps and may be regulated by states, conflicting with the Third Circuit's April 2026 ruling, and New Jersey petitioned the Supreme Court on Sept 2, 2026. For MIXI, which runs Monster Strike, FamilyAlbum and sports, the revenue mix has tilted further toward betting, while listed wagering equities are under pressure (Entain's shares are down 73% over five years and it leaves the FTSE 100 on Sept 21, 2026): geographic diversification and greater exposure to harm-mitigation and advertising rules rise together. The EU Digital Fairness Act (expected Q4 2026) names addictive design, dark patterns and loot boxes, and on Sept 1, 2026 the Commission designated Roblox, ChatGPT and Reddit as Very Large Online Platforms under the DSA. India banned real-money games and its Supreme Court upheld state bans; Australia legislated gambling-advertising limits and a Brazilian Senate committee approved advertising and sponsorship restrictions on Sept 3, 2026. The US implements age verification through state law while the Senate has opened an inquiry into one platform, Roblox, so the unit of regulation now runs from app stores to named companies and user-count thresholds. On that side, US prediction markets compete for wagering demand from a different regulatory class while listed wagering equities fall, so sector growth and market valuation are not moving together. India is mobile-first and price-sensitive, with the halt of real-money gaming reallocating talent and community. In Australia the conflict over gambling advertising ended in a bill passed in Aug 2026, and a Brazilian Senate committee approved restrictions too. A named AI-NPC stack (Inworld, Convai), Unity Muse/NVIDIA ACE, player-facing AI and voice NPCs are the 2026 frontier, and code generation has gone mainstream (84% of developers using or planning to use AI, 85% using it frequently) — while measurement fragments under ATT/AdAttributionKit and the death of Privacy Sandbox, with a £2bn collective claim over ATT's implementation filed at the UK Competition Appeal Tribunal on Sept 4, 2026. Responsible design is now a legal axis: the EU DFA (proposal expected Q4 2026); PEGI's new criteria (from June 2026 submissions, loot boxes 16+, limited-time offers 12+, NFT/blockchain 18+); gacha odds disclosure and minor spend caps (self-regulated in Japan); children's codes; the US Apple v Epic external-payment fight (cert granted June 30, 2026, Apple's merits brief due Sept 14, 2026, decision expected 2027, with Apple filing a proposed fee of up to 15% in the district court); Google Play's opening to third-party stores under Epic v Google (July 22, 2026); state app-store age-verification laws in force; Japan's Mobile Software Competition Act; Australia's gambling-advertising law passed in Aug 2026; EU DSA designation of very large platforms (Sept 1, 2026, obligations from January 2027); and storefront operating rules (Steam's AI disclosure, Apple's social-media age-rating questions, Google's developer verification and performance requirements) now dictate how products are built. In the US the Ninth and Third Circuits have split on where prediction markets belong, and New Jersey petitioned the Supreme Court on Sept 2, 2026. It entered the FTSE JPX Blossom Japan Index on July 21, 2026, completing the set of six domestic ESG indices used by GPIF, and on Sept 1, 2026 published its Integrated Report 2026 naming AI and global expansion as its strategic axes.

- 2026-08-31 Narrative through August 2026 (moved verbatim from the summaries at the lifecycle migration). Money is shifting out of games: in Q2 2026 Sensor Tower put all-app IAP at $43.6B (+5.3% YoY) with downloads flat, gaming down 4.5% and non-gaming at $24.4B (+14.6%); H1 2026 mobile game IAP was ~$39.8B (-2%) on 24B downloads (-12%), and in August 2026, the latest complete month, spending was $6.57B (-1% MoM) on 3.76B downloads (+1%). The launch funnel is narrow: of ~190,000 mobile games released in 2025 only ~2,500 (~1.3%) passed 500,000 downloads in year one, and in whale-driven titles the top 5% of payers produce 81% of revenue by month 10 (Moloco). Mobile D2C is put at ~$17B a year, about 15% of mobile IAP (Bain, Aug 2026). In the US the Epic v Google injunction opened Google Play's catalogue to third-party stores from July 22, 2026, and Apple filed a proposed fee schedule of up to 15% for off-App Store purchases on Aug 13, 2026. Apple's new EU terms take effect Oct 1, 2026; Epic calls the charges 'junk fees' that breach the DMA while the European Commission welcomed them and said it will monitor, so the same terms draw opposite verdicts. From Sept 30, 2026 Google requires verified-developer registration in Brazil, Indonesia, Singapore and Thailand, and on Aug 27, 2026 it announced memory and DEX-optimization performance requirements enforced from February 2027. In the US, which regulator owns betting is itself contested: on Aug 28, 2026 the Ninth Circuit held prediction markets' sports contracts are subject to state gambling regulation, splitting from the Third Circuit's April 2026 ruling. In Q2 2026 Sensor Tower put all-app IAP at $43.6B (+5.3%) with flat downloads: non-gaming $24.4B (+14.6%), gaming -4.5%. H1 2026 mobile game IAP was ~$39.8B (-2%) on 24B downloads (-12%), and August 2026, the latest complete month, ran $6.57B (-1% MoM) on 3.76B downloads (+1%). The launch funnel is narrow (of ~190,000 games released in 2025, ~1.3% passed 500,000 downloads in year one) and revenue concentrates in a few heavy payers (in whale-driven titles the top 5% produce 81% of revenue by month 10). The contest shifts to live-ops and retention, and D2C web shops are now a parallel route worth ~$17B a year, about 15% of mobile IAP. The economics of that route depend on each platform's fee terms: Apple proposed up to 15% on US off-store purchases on Aug 13, 2026, and its EU terms effective Oct 1, 2026 set 15% on out-of-app offers, 20% on in-app alternative payment and a 5% Core Technology Commission on distribution outside the App Store — which Epic calls junk fees. Litigation moves the fee premise too: Google settled a UK developers' class action for £260m in Aug 2026. Taste is fragmenting, with one analysis finding no single gaming experience appeals to more than 26% of players worldwide. UK official statistics record 30% of 11-17 year olds spending their own money on gambling, and prediction markets have issued their first lifetime ban for suspected insider trading — so both the social licence of betting-exposed companies and the integrity of the newer venues are in question. MIXI cut work hours 98% on one Monster Strike project, reported 99% company-wide AI adoption and ~¥1B in annual cost effect in FY2026, created a Chief AI Officer role on Aug 1, 2026, and signed an enterprise partnership with Runway for video generation. Age verification is also becoming an always-on ML system (Roblox reports 338 million age-check records) and, under the Australian undertaking, subject to independent audit. On Aug 27, 2026 Google Play added memory and DEX-optimization performance requirements, putting implementation performance itself into the conditions of distribution. Disclosure is also being asked to be verifiable: MIXI obtained its first third-party assurance of climate information in Aug 2026, covering Scope 1 and Scope 2 only.
- 2026-07-31 Narrative through July 2026 (moved verbatim from the summaries at the lifecycle migration). MIXI's FY2026 group revenue was ~¥171.3B; FY2027 Q1 (Apr-Jun 2026) revenue was ~¥47.0B, up ~50% YoY mainly on the PointsBet consolidation, leaving the mix tilted toward betting.
- 2026-02-28 Narrative through February 2026 (moved verbatim from the summaries at the lifecycle migration). Institutional divergence is sharp. Japan's Mobile Software Competition Act took full effect on Dec 18, 2025, yet on Feb 6, 2026 seven Japanese industry bodies representing 600+ companies said Apple's fee terms leave no economic incentive. In Japan, seven industry bodies representing 600+ companies said on Feb 6, 2026 that Apple's terms leave no economic incentive.

What an undisclosed web-shop share means for reading Monster Strike's D2C
MIXI says the Monster Strike Web Shop grew share beyond expectations, but it discloses no figure.[5] On Aug 6, 2026 it added Minna Bank direct debit as a payment rail.[95] Across the market, D2C now equals about 15% of mobile IAP.[114] EXNOA, which has released an alternative iOS store in Japan, asks users to set the device age restriction to Unrated.[140] The implication is that Monster Strike's fee gain cannot be measured from disclosures, and that MIXI's disclosed domestic D2C route is more payment rails on its web shop, not an alternative store.

Why Monster Strike's AI time savings do not yet measure segment cost
MIXI says that on one Monster Strike project, combining several AI tools cut about 14 business days of work to about one hour, a 98% reduction.[7] Under its Runway contract, it says Monster Strike video production fell from about 21 days to about 3.[61] Both are company-reported figures for single projects, with no independent check. Figures of this kind leave out the load of review, testing and security checks.[28] The implication is that the effect on Digital Entertainment's production cost cannot be inferred from these savings, and stays unconfirmed until it shows in segment cost disclosures.

What a top domestic rank alongside a falling Digital Entertainment segment implies
Digital Entertainment sales fell 10.8% in FY2026, to about ¥83.89bn, on declining MAU.[29] Yet Monster Strike ranked second in Japan by IAP for January to July 2026, while Japan's mobile game IAP fell 5.1% in the 12 months to July.[136][135] The implication is that a top domestic rank and a falling segment exist together. Rank shows position inside a shrinking market, and the smaller player base shows in segment sales. So MAU and segment sales, not rank tables, show the direction of Digital Entertainment.

What India's ban and its judicial review mean for STRIKE WORLD
India has banned real-money games outright,[21] wiping out a leading operator's revenue overnight.[35] Gaming IAP is small, at $106M a quarter (+10%).[58] MIXI's STRIKE WORLD is a free-to-play title with gacha, a battle pass and offer purchases, run as a paid game that is not betting.[43] The ban's constitutionality is before the Supreme Court, though the May rulings are unfavourable to the relaxation side.[63][71] The implication is that STRIKE WORLD's economics turn not on betting classification but on a small gaming IAP base growing at 10%.

What Apple's social-media definition means for FamilyAlbum's age rating
From September 2026, Apple requires answers on social-media capability in the age rating questionnaire for new apps and updates. The definition is the ability to redistribute, amplify or interact with user-generated content through a social feed or similar discovery method; it applies regardless of app category, and no exclusion for closed sharing is stated.[89] FamilyAlbum is built for sharing photos and videos within a family and has passed 30 million users worldwide.[14] The implication is that whether FamilyAlbum carries the Social Media descriptor and falls under parents' time allowances depends on how a private family feed is mapped to that definition in its own declaration.

What D2C standardization and the rebuilding of fee terms imply for MIXI's billing structure
As the mobile base contracts (H1 2026 IAP -2%, downloads -12%) and CPI rises,[57][2] D2C web shops that keep part of the ~30% store fee with the publisher have settled in as a parallel route. Bain's Aug 2026 analysis puts mobile D2C at roughly $17 billion a year, about 15% of the mobile IAP market.[114] Web shops take 21.31% of RPG revenue in Türkiye against a 19.45% European average, and Monopoly GO's web store is about a third of its revenue.[36][115] MIXI states its Monster Strike Web Shop grew share 'beyond expectations' in year one and added a bank-linked payment rail on Aug 6, 2026.[5][95] Institutionally, Japan's Mobile Software Competition Act took full effect on Dec 18, 2025, with the JFTC publishing compliance reports on July 27, 2026.[53][54] What decides the economics of the route, though, is the fee schedule: seven Japanese industry bodies representing 600+ companies said on Feb 6, 2026 that Apple's terms leave no economic incentive,[85] and from Oct 1, 2026 Apple's EU terms charge 15% on out-of-app offers, 20% on in-app alternative payment and a 5% Core Technology Commission on distribution outside the App Store.[87][88] Epic calls that schedule 'junk fees' in breach of the DMA while the European Commission welcomed it and said it will monitor, so verdicts on the same terms diverge.[116] The US level is still in litigation,[69][49] and Google settled a UK developers' class action for £260 million in Aug 2026.[111] The implication is that a statutory right to bill externally does not settle net proceeds, which depend on each platform's schedule and on court outcomes, so the legal change and the gross-margin change have to be tracked separately — and that on any route the result turns on operational quality once payments, fraud and support move in-house.

What organizing AI production, alongside sentiment and security trade-offs, implies for MIXI
MIXI reports cutting work hours 98% on one Monster Strike project,[7] 99% company-wide AI adoption and ~¥1B in annual cost effect in FY2026, and created a Chief AI Officer role effective Aug 1, 2026.[59][60] For video it signed an enterprise partnership with Runway, stating that Monster Strike video production went from ~21 days to ~3 (company-reported, not independently verified).[61] At the same time developer and player sentiment is worsening (52% call generative AI harmful to the industry at GDC 2026)[6][32] while ITPro reports 84% of developers using or planning to use AI and 85% using it frequently, so review and security-verification load rises with adoption.[28] The implication is that production-speed gains are inseparable from the maturity of controls — IP protection, approved tools, review/security gates and Steam-style disclosure[25] — and that placing AI under a single executive role concentrates accountability for those controls as well as for adoption.

What advancing responsible-design rules and age gating imply for gacha IP and child-facing products
In Europe the rating body moved ahead of the legislature: without waiting for the EU Digital Fairness Act (proposal expected Q4 2026), PEGI has rated titles with paid random items 16+ by default since June 2026.[56][10][30] Japan continues odds-disclosure and minor-spend-cap self-regulation, with the Premiums Act's general rule (a premium may not exceed the lower of 20x the transaction value or ¥100,000) behind it,[12][26] while in the US the Texas law is in force after the Supreme Court declined to block it on July 6, 2026, obliging developers to declare age ranges and support parental consent.[55][38] That the Commission's 2024 Fitness Check put consumer detriment from harmful online practices at €7.9bn+ a year shows the case for tightening rests on documented harm rather than on market opportunity.[47] Demand-side evidence supports it too: UK official statistics record 30% of 11-17 year olds spending their own money on gambling in the past year and 1.2% meeting the problem-gambling threshold.[93] The concentration of spending bears directly on the same debate: Moloco's Aug 26, 2026 analysis finds the top 5% of payers produce 81% of revenue by month 10 in whale-driven titles.[113] The implication is that randomness-dependent IP faces a narrower reachable age band, fewer advertising surfaces and tighter retail terms — downward pressure on its revenue design — that the dependence of that revenue on a small group of heavy payers is not changed by a rating shift, and that for child-facing FamilyAlbum, designed-in protection is simultaneously a trust and a compliance requirement.[13][20]

What attribution fragmentation implies for the structure of user acquisition
With ATT (opt-in down to as low as ~14% globally), the move to AdAttributionKit and the retirement of Privacy Sandbox, user-level attribution is breaking down.[17] In H1 2026 ad impressions rose to 1.4T (+14%) and spend to ~$7B (+8%) while downloads fell to 24B (-12%), so acquisition efficiency per unit of spend deteriorated.[57] Combined with rising CPI,[2] efficiency measurement of paid UA weakens and acquisition gravitates toward creative quality, community-driven growth (Discord research finds ~6x longer play with friends)[15] and first-party data from D2C. The distributive effect of the framework is itself contested: a collective claim filed at the UK Competition Appeal Tribunal on Sept 4, 2026 alleges developers' ad revenues fell after ATT while Apple's own ad revenue grew from $1.5 billion in 2020 to $7.4 billion in 2025 (undecided).[110] The implication is that volume-purchase-dependent models are the most exposed to the combination of measurement fragmentation and price inflation, and that fragmentation is now also an argument about who captures advertising revenue, not only a technical constraint.

What India's real-money ban and its judicial review imply for emerging-market monetization design
India is a download giant but banned all real-money games (operative Oct 1, 2025), with the Online Gaming Rules 2026 in force May 1, 2026,[21][44][45] and Dream11 (Dream Sports) lost ~95% of revenue, with 100+ departures in the restructuring though its CEO ruled out layoffs.[35][48] The market is still expanding — 6.6B downloads and $345M IAP in Q2 2026 — but gaming IAP was only $106M (+10%), with non-gaming driving the money.[58] The new rules permit esports and non-paid social games,[34] and MIXI entered that legal lane with STRIKE WORLD, in full operation in India since Apr 16, 2026.[43] In Aug 2026 the Supreme Court moved the constitutional challenge to final hearing; no ruling had issued as of Sept 5, 2026.[63] The same court had upheld state restrictions on May 27, 2026, holding there is no fundamental right to gamble, so unfavourable precedent for the relaxation side already exists.[71][72] The implication is that stakes-based monetization can be halted overnight by policy and that the halt itself can be reversed in court — so in emerging markets regulatory classification is both a precondition of revenue structure and a moving variable.

What overseas-sports consolidation implies for MIXI's revenue mix and risk
Domestic games tend to plateau as the market contracts in volume and CPI rises while retention falls,[57][1][2] and MIXI has increased the weight of overseas sports via the PointsBet acquisition (~66.43%) and TIPSTAR's +68.5% growth,[40][41] with FY2026 Sports revenue +63.8% (~¥65.85B, ~38% of group revenue) and segment profit +154.5%,[29] and FY2027 Q1 (Apr-Jun 2026) group revenue ~¥47.0B (+50% YoY) with operating profit roughly doubling and full-year guidance and dividend revised up.[62] On the regulatory side, the Interactive Gambling Amendment (Gambling Reform) Bill 2026 passed the Australian parliament in Aug 2026, banning wagering advertising during live sport coverage, at venues and on uniforms, with implementation slated for Jan 1, 2027, and a companion bill introduced on Aug 18, 2026 funds an advertising opt-out register through a levy on wagering providers. Advocates of a full ban call the package loophole-ridden, and PointsBet CEO Andrew Catterall told the Aug 26, 2026 annual meeting that tighter rules could hand advantage to illegal offshore operators — an interested party's claim, not independent evidence on harm reduction.[64][66][65][79][80] Comparable restrictions are advancing in Brazil, where a Senate committee approved an advertising and sponsorship ban on Sept 3, 2026.[118] The competitive premise is moving as well. In the US, prediction markets take sports-wagering demand as federal event contracts: as of Aug 26, 2026 Kalshi had deals with five MLB clubs, and leading sportsbooks are reported to be preparing heavy counter-spending before the NFL season. Their legal position is unsettled — the Ninth Circuit upheld a state's regulatory power on Aug 28, 2026, splitting from the Third Circuit's April 2026 ruling, and New Jersey petitioned the Supreme Court on Sept 2, 2026.[98][99][97][105][106] Capital markets are not one-directional either: Entain's shares are down 73% over five years and it leaves the FTSE 100 on Sept 21, 2026, while UBS sees the sector as holding the largest theoretical upside in European gaming.[120] The implication is that consolidating betting brings geographic and currency diversification while regulatory change on harm, advertising and age verification, changes in the regulatory class itself, and public judgment on problem gambling all swing earnings — so diversification benefit and regulatory/social exposure rise together, and business growth and sector valuation need separate reading.

What the redistribution of control over installation implies for product distribution
Distribution is moving in two directions at once. On the opening side, the Epic v Google injunction gave third-party stores access to the Google Play catalogue in the US from July 22, 2026,[73] and in Japan AltStore PAL launched the day after the Mobile Software Competition Act took full effect on Dec 18, 2025.[86][53] On the tightening side, from Sept 30, 2026 Google requires verified-developer registration for every app installed on certified Android devices in Brazil, Indonesia, Singapore and Thailand, with global rollout planned from 2027,[90][91] and on Aug 27, 2026 it announced memory-use and DEX-optimization performance requirements enforced from February 2027, with reduced visibility and publishing capability for apps that miss them.[112] Apple's EU terms of Oct 1, 2026 rebuild the commission schedule while barring out-of-app purchase offers for the Kids Category and under-13s and requiring a parental gate for 13-17 year olds.[87][88] On Sept 1, 2026 the European Commission also designated Roblox, ChatGPT and Reddit as DSA Very Large Online Platforms, with enhanced duties from January 2027.[109] The implication is that the reading in which distribution freedom simply increases no longer holds: routes multiply while gates — identity verification, age verification, payment terms, implementation performance and user scale — thicken together, so whether a publisher can join its own measurement and support across routes decides whether the extra routes pay.[17]

What the breakout rate and payer concentration show inside the headline contraction
The contraction is a question of distribution as well as of totals. In an analysis published Aug 26, 2026, Moloco reports that of ~190,000 mobile games released in 2025 only ~2,500 (~1.3%) passed 500,000 downloads in year one, while the time to reach $20M in IAP and subscription revenue fell 21% between 2022 and 2025 and IAP revenue per install for US users rose 126% between 2021 and 2025.[113] Inside the winners, concentration is sharp: in whale-driven titles the top 5% of payers produce 81% of revenue by month 10, and only 15% of eventual whales make their first purchase in the launch month.[113] Over the same period Bain finds no single gaming experience appeals to more than 26% of players worldwide.[114] Both are vendor and consultancy datasets with limited coverage, and neither is guaranteed to represent the industry. Two implications follow. First, the headline decline (H1 2026 IAP -2%, downloads -12%)[57] shows up as a distribution problem — few winners and many titles that never arrive — so averages misdescribe it. Second, the dependence of revenue on a small group of heavy payers explains what the responsible-design debate (age ratings, advertising limits, harm mitigation) is actually touching. Moving loot-box titles to a 16+ rating does not by itself change that concentration, which remains a separate question.[56]

What D2C standardization and the rebuilding of fee terms imply for MIXI's billing structure
D2C web shops that keep part of the ~30% store fee with the publisher are now a parallel route worth about 15% of the mobile IAP market.[114] In Japan external billing has become an institutional option,[53] but net proceeds are set by each platform's fee schedule, and that level still moves with Apple's new EU terms and the US litigation.[87][69] The implication is that a settled statutory right and an improved gross margin are different things, and that the result turns on operational quality once payments, fraud control and support move in-house.

What organizing AI production, alongside sentiment and security trade-offs, implies for MIXI
MIXI has raised AI from tooling to org design, creating a Chief AI Officer role on Aug 1, 2026.[59] For video it contracted directly with an external model vendor and reports shorter production cycles, company-reported and not independently verified.[61] Developer and player sentiment is meanwhile worsening,[6] and review and security-verification load grows as adoption widens.[28] The implication is that production-speed gains are inseparable from the maturity of controls, and that concentrating AI under one executive role concentrates accountability for those controls as well.

What advancing responsible-design rules and age gating imply for gacha IP and child-facing products
In Europe the rating body moved ahead of the legislature and rates paid random items 16+ by default,[56] while in the US state app-store age-verification laws have reached enforcement.[55] The case for tightening rests on documented harm rather than market opportunity,[47] and minors' exposure to gambling is statistically confirmed.[93] The implication is that randomness-dependent IP faces a narrower reachable age band, fewer advertising surfaces and tighter retail terms, that a rating shift does not change revenue's dependence on a few heavy payers,[113] and that for child-facing products designed-in protection is both a trust and a compliance requirement.[13]

What attribution fragmentation implies for the structure of user acquisition
User-level attribution is breaking down with falling ATT opt-in, the move to AdAttributionKit and the retirement of Privacy Sandbox.[17] Ad volume rose while downloads fell, so acquisition efficiency per unit of spend deteriorated.[57] The distributive effect of the framework is itself now contested in court.[110] The implication is that volume-purchase-dependent models are the most exposed to measurement fragmentation combined with price inflation, and that acquisition gravitates toward creative quality, community and first-party data from D2C.[15]

India is a download giant that has banned real-money games outright,[21] wiping out a leading operator's revenue overnight.[35] The market keeps expanding, but non-gaming drives the money and the gaming IAP base is small.[58] MIXI operates STRIKE WORLD in the non-paid lane the new rules permit.[43] The ban's constitutionality is before the Supreme Court in final hearing,[63] with precedent already unfavourable to the relaxation side.[71] The implication is that in emerging markets regulatory classification is both a precondition of revenue structure and a variable the courts can move.

What overseas-sports consolidation implies for MIXI's revenue mix and risk
MIXI has increased the weight of overseas sports, with FY2026 Sports revenue up 63.8%.[29] Australia has meanwhile legislated limits on wagering advertising,[79] and a comparable bill is advancing in Brazil.[118] In the US prediction markets pursue the same demand from a different regulatory class,[98] and that class is split between the circuits.[105] Capital-market opinion is not one-directional either.[120] The implication is that consolidation brings geographic and currency diversification while regulatory, classification and social exposure rise with it, so business growth and sector valuation need separate reading.

What age-and-design rules reaching core live-ops design imply
In Europe PEGI rates paid random items 16+ by default,[56] and the KIDS Act proposal would restrict streak-style return mechanics and relationship-simulating AI companions for minors.[122] US state age-verification laws are in force,[55] and a Brazilian court has ordered age checks on virtual-chip purchases.[128] The implication is that core live-ops design, log-in rewards and streaks as well as gacha, is moving inside age gating, while revenue's dependence on a few heavy payers is not changed by age ratings.[113]

How products are built and distributed is itself policy. In Sept 2026 the EU proposed the KIDS Act, reaching streak mechanics and AI companions. The US implements age verification through state law, and on prediction markets federal legislation has stalled while state enforcement and the courts lead. Japan keeps gacha self-regulated while opening distribution by statute. India's ban has hardened in court, Australia restricts betting advertising, and Brazil banned betting by provisional measure.

Engagement maximization is now a policy issue: the EU Digital Fairness Act sits on the Commission's 2026 work programme (Q4 2026), explicitly targeting dark patterns, addictive design and unfair personalization. …
The European Parliament's legislative tracker, last updated on Aug 1, 2026, still places the proposal in Q4 2026 and keeps its status at 'announced'. As of Sept 5, 2026 the Commission has not tabled a text. Design assumptions are becoming a regulated category, but the actual provisions do not exist yet.[10] - as of 2026-09-05

The ban's constitutionality is under review, but the judicial lean is already visible. In Aug 2026 India's Supreme Court took consolidated petitions against the central Act to final hearing; no ruling had issued as of Sept 5, 2026. …
The same court held on May 27, 2026 that there is no fundamental right to betting or gambling, upholding the Tamil Nadu and Karnataka restrictions on paid online games. Petitioners argue a blanket ban covering skill-based games conflicts with the freedom to carry on business, while a public-interest petition (CASC) asks for stronger action against betting apps posing as social gaming or esports, so loosening and tightening are before the same court. The May ruling, however, is an unfavourable precedent for the loosening side.[63][71] - 🇺🇸as of 2026-07
In the US, who performs age verification has moved from statute to implementation: starting with Utah's App Store Accountability Act (SB 142), several states now require app stores to verify ages and tie minors' accounts to a parent who must approve downloads and purchases. …
The Texas law (SB 2420) has been in force since the start of 2026, the Supreme Court denied the industry group's (CCIA) application to vacate the stay in a one-sentence order on July 6, 2026, and Apple has rolled out automated age checks for new Texas accounts. The burden falls on app stores and developers alike and bears directly on family-product design.[38][55] - 🇯🇵as of 2026-07
Japan keeps gacha self-regulated while opening distribution and billing by statute: JOGA's odds-disclosure guidelines and the Premiums Act (the 2012 kompu-gacha ruling) set de-facto product rules,[12] but the Mobile Software Competition Act took full effect on Dec 18, 2025, obliging designated firms (Apple Inc., iTunes K.K. …
and Google LLC, designated Mar 26, 2025) to permit alternative app stores, allow external billing and preserve user choice of defaults. The JFTC published each designated firm's compliance report under the Act on July 27, 2026. The resulting two-layer structure — monetization design self-regulated, distribution channel statutorily regulated — is distinctive to Japan.[53][54] - 🇺🇸as of 2026-08
Child-safety oversight is narrowing to named platforms. On Aug 14, 2026 the US Senate opened an investigation into Roblox, saying children on the platform are being harmed and that Congress will not look away; Roblox said it would share the facts. …
In Australia, after the teen social-media rules took effect, regulators moved against Roblox in Feb 2026 over online child-grooming concerns, and on Aug 20, 2026 the eSafety Commissioner secured a court-enforceable undertaking. Roblox committed to stop adults contacting unknown children without parental consent within three months, set children's accounts to private by default, improve reporting and notification, and submit its safety measures and age-estimation technology to an independent third-party audit; a breach lets eSafety seek Federal Court orders. Statutory age verification, congressional inquiry and regulator undertakings now run in parallel, so products with a high share of minors draw the most political attention.[77][78][117] - 🇺🇸as of 2026-09
Which regulator owns betting has become a political question, and federal and state courts have now split on it. The CFTC published a regulatory roadmap on Aug 27, 2026 with three parts: defining event contracts that need heightened scrutiny, modernizing reporting duties, and setting consumer-protection and market-design standards. …
The same day, staff of Canada's CSA and CIRO said sports and entertainment event contracts can meet the broad definitions of securities and derivatives but should not be regulated within securities frameworks. Then on Aug 28, 2026 the Ninth Circuit held unanimously (Judge Ryan Nelson) that Kalshi's sports event contracts are sports bets rather than swaps, so the Commodity Exchange Act likely does not preempt Nevada's gaming rules — conflicting with the Third Circuit's 2-1 April 2026 ruling for exclusive CFTC jurisdiction. Nevada Gaming Control Board chairman Mike Dreitzer said in September 2026 that risking money on an uncertain sporting outcome is a bet, and named licensing, suitability, responsible gambling, anti-money-laundering and underage prevention as the issues. Opposite classifications of the same product now sit side by side, so betting regulation is turning into a question of what counts as betting.[96][100][105][107] - 🇪🇺as of 2026-09-01
A user-count threshold has joined the units of regulation. On Sept 1, 2026 the European Commission designated Roblox, ChatGPT and Reddit as Very Large Online Platforms under the Digital Services Act, each having reached at least 45 million monthly average users in the EU. …
By January 2027 the three must meet enhanced duties: assessing and mitigating risks to users' physical and mental wellbeing, protecting minors, preventing the spread of illegal content, and addressing systemic risks to public security, electoral processes and fundamental rights. A separate child-protection regulation reached the table before the Digital Fairness Act. Under-13s could not hold independent accounts; 13-14 year olds would get supervised accounts with parental tools always on, a daily limit of at most one hour and parental approval of contacts; autonomous accounts would start at 15. The European Parliament and Council have yet to consider it, and the proposal pages give no application date.[122][123] - 🇺🇸as of 2026-09-24
How prediction markets are treated is not being settled by federal legislation and is concentrating in the courts. Tribal gaming groups welcomed the result, and CDC Gaming reports the bill is effectively dead for 2026. Brazil has moved from limiting betting advertising to an outright ban. After the Senate Science and Technology Committee approved advertising and sponsorship limits in Bill 2.470/2026 on Sept 3, 2026,[118] President Lula signed Provisional Measure 1,394 on Sept 25, 2026. …
It bans operating, offering, brokering and advertising fixed-odds bets on real sporting events and on 'online games'. 'Online game' is defined as a bet whose result comes from a random generator, so ordinary video games are not its direct target, but app stores must stop betting-related content from circulating. Sites and apps go offline on Oct 6.[143][144] The measure lapses unless Congress approves it within 60 days (extendable once by 60), and the industry body ANJL filed an unconstitutionality suit at the Supreme Court on Sept 28.[145] Brazil has switched from the Australian tool of curbing advertising to a different tool, prohibition.
History · 1
- Advertising limits on betting are not only an Australian move. On Sept 3, 2026 the Brazilian Senate's Science and Technology Committee (CCT) approved Bill 2.470/2026, amending the Betting Law. It would ban direct marketing across radio, television, social networks, podcasts and streaming; prohibit bonuses, free bets, cashback and loyalty schemes; and bar messages presenting betting as risk-free, as a source of income or as guaranteed profit. Operators could not sponsor sports clubs, leagues, athletes, celebrities, cultural events, educational projects or political campaigns, with a 24-month adaptation period for existing contracts. Only institutional communication through operators' own channels, carrying warnings and self-exclusion information, would remain. The committee passed an urgency request sending it to the Senate plenary; it was not law as of Sept 5, 2026. The point is that Australian-style restrictions are now in play in a second large market.[118][79] as of 2026-09-03 · superseded by ↓

Tracked store data shows game revenue shrinking while Newzoo forecasts 2026 mobile growth, so the direction depends on the source; falling installs and rising acquisition cost appear in both. MIXI's mix has tilted toward betting while listed wagering equities fall.

Two things hold at once: the app market is growing and games are shrinking. Sensor Tower's H1 2026 Digital Gaming Market Index puts mobile game IAP at ~$39.8B (down 2% from ~$40.6B), downloads at 24B (-12%) and playtime at 221B hours (flat), with mid-core ~$20.6B (-7%), casual ~$16.5B (flat) and hypercasual ~$2.4B (+23%). …
Its Q2 2026 Digital Market Index, published in Aug 2026, puts all-app IAP at $43.6B (+5.3%) on flat downloads, with non-gaming at $24.4B (+14.6%) against gaming down 4.5%; Google Play grew 10% versus iOS at 3%. The two readings do not conflict: they show revenue growth moving out of games and into non-gaming categories such as AI apps and subscriptions.[57][74] - as of 2026-08
The latest complete month is August 2026, and month over month the market was close to flat. Sensor Tower puts August consumer spending on mobile games across the App Store and Google Play at $6.57B, down 1% from July, on 3.76B downloads (+1%). …
The US took 28.6% of revenue, China (iOS only) 16.7% and Japan 12.2%, while India led downloads at 16.4% (614 million) against the US at 7.4% and Brazil at 5.8%. The top ten by revenue were Honor of Kings, Gossip Harbor, Whiteout Survival, Royal Match, Candy Crush Saga, Fate/Grand Order, Teamfight Tactics, VALORANT, Game for Peace and League of Legends: Wild Rift — Pokémon GO, high in the July table, dropped out while three Riot titles entered. The download leaders were ROBLOX, Free Fire and Block Blast!, so the two-tier split between revenue and download leaders persists (the count excludes third-party Android stores). Monster Strike is not in the top ten. The monthly moves are small and should be read separately from the annual contraction.[104][75] - Retention benchmarks show a wide gap between the median and the top tier (GameAnalytics/InvestGame 2026): D1 is ~22% at the median vs ~40% for top-10% games, D7 ~4% vs ~12%, and D30 ~0.7% vs ~4%, with the classic 40/20/10 rule of thumb now closer to 35/15/5. Live-ops and retention design therefore drive LTV more than install volume.[1] as of 2026-01

Peers report DTC at 10%+ of revenue growing ~92% YoY. In Japan, the Mobile Software Competition Act in full force since Dec 2025 makes permitting external billing a statutory obligation rather than a platform's discretion. Even so, on Feb 6, 2026 seven Japanese industry bodies covering 600+ IT, game and software companies said the terms Apple set in Dec 2025 — including up to 15% on web transactions — leave no economic incentive to use the new payment options, making them not a viable option in practice. Statutory opening and actual unit economics are separate questions.[5][3][53][95][85] - as of 2026-08
D2C has moved beyond experiment into a primary revenue route: per Mobidictum, web shops take 21.31% of RPG revenue in Türkiye against a 19.45% European average, one US collectible-card studio takes ~60% of its revenue through its web shop, and iOS web purchases carry ~15% commission. …
A Sensor Tower analysis dated Aug 25, 2026 adds that some titles now take 30%+ of revenue through D2C and that Monopoly GO's web store is about a third of its revenue. By genre in the US in H1 2026, casino has the highest web-store share, followed by RPG and tabletop, while strategy and puzzle show little D2C adoption even where web-store apps are numerous. Traffic comes mainly from direct visits and social: Supercell splits 56% direct and 37% social, Raid: Shadow Legends 47% direct and 49% social. The fee contest is now about operational quality — payments, fraud and support brought in-house — not whether to run a shop. In the US, however, the fee level itself is disputed: Apple filed a proposal on Aug 13, 2026 to charge up to 15% on off-store purchases.[36][115][69] - 🇺🇸as of 2026-06
The US is a high-cost acquisition market and the biggest D2C battleground: iOS CPI runs roughly 3–4x Android for the same genre and market, and US casual/puzzle Android CPI (~$1.50–$3.50) sits above global ranges.[2][27] Note that one industry breakdown states Japan, not the US, has the highest average revenue …
per user globally.[37] Five of Supercell's six live games have each surpassed $1B in lifetime revenue (Clash of Clans passed $10B by 2022), and since the Apr 2025 external-payment ruling Supercell has routed a growing share of sales through its own D2C Supercell Store and fee-free external links (as described by Stash, a D2C vendor, on its marketing blog). The fee terms attached to those links remain in litigation, so the premise depends on the courts.[27][4][49] - 🇮🇳 India is a high-volume, low-CPI, low-ARPU market: per Sensor Tower, Q2 2026 (Apr–Jun) app downloads reached 6.6B — the highest since Jan 2024 — and IAP hit a record $345M (+35% YoY), but non-gaming took ~70% of the money at ~$240M (+50%+ YoY) while gaming downloads were flat at 1.9B and gaming IAP was $106M (+10% YoY).[58] Separately, the real-money-gaming ban halted ~86% of the ~$3.7B online-gaming market in 2025 (~$3.2B).[21] Headroom for IAP/D2C titles skews toward casual genres and volume, while stakes-based monetization is institutionally foreclosed. as of 2026-06

MIXI launched STRIKE WORLD, the global version of Monster Strike, into full operation in India on Apr 16, 2026 (after a Feb 19, 2026 soft launch). It is a free-to-play title monetized via gacha, seasonal battle passes, in-game ads and offer-based items; being non-real-money, it sits in the IAP/casual lane permitted by the new rules. …
The revenue base is small, though: Indian gaming IAP runs at roughly $100M a quarter, growing ~10%.[43][21][58] - as of 2026-08
Monetization is converging on hybrid designs while the money concentrates in a few payers. Battle passes, mini/seasonal passes, dual-track free+premium paths and non-random purchase options alongside gacha are now standard, with hybrid-casual the fastest-growing category (~37% in 2024) and seasonal live-ops/battle passes estimated to drive ~20% of IAP revenue. …
Against that, Moloco's Aug 26, 2026 analysis finds that in whale-driven titles the top 5% of payers generate 81% of revenue by month 10. The normalization of non-random paths runs in the same direction as Europe's shift to rating loot-box titles 16+ by default, but it does not by itself reduce that concentration — which is the base rate any responsible-design discussion has to read against.[11][37][56][113] - 🇺🇸as of 2026-09-05
The premise of fee-free external links can move. On Aug 13, 2026, on remand in Apple v Epic, Apple filed a proposed fee schedule for US off-App Store purchases: 15% standard, 10% for the Video, News and Mini Apps partner programmes and subscription renewals, and 5% for Small Business Program apps. …
The same day it asked to open settlement talks with Epic. Epic replied that Apple had conceded it would charge 0% under the Ninth Circuit's definition of necessary costs, and said it would contest the filing. At the Supreme Court, Justice Kagan granted an administrative stay of about 24 hours on Aug 12 and denied Apple's application to stay district-court proceedings on Aug 13, so the fee level continues before Judge Gonzalez Rogers. No decision on the fee level had issued as of Sept 5, 2026, so D2C unit economics still depend on that outcome.[69][70][46] - 🇯🇵as of 2026-08
In Japan an implementation layer for external payments is forming on top of the new law. In CEDEC 2026 interviews, Xsolla describes bundling a web shop, merchant-of-record status, fraud control and legal and tax support, while Adyen cites titles such as Arknights: Endfield and argues the real gain from off-app payment is the direct customer relationship rather than the fee spread. …
External billing has moved from a statutory right to an implementation question covering vendor choice, refunds, chargebacks and tax. For a publisher that cannot run those operations, the statutory option does not convert into profit by itself.[84][83][53] - as of 2026-08
The scale of D2C can now be measured against the whole mobile market. In an analysis published in Aug 2026, Bain & Company puts mobile direct-to-consumer revenue at roughly $17 billion a year, about 15% of the mobile in-app purchase market. …
The same work finds that no single gaming experience appeals to more than 26% of players worldwide, indicating fragmenting taste. D2C is therefore a parallel route worth mid-teens percent of the market rather than a fringe experiment — but it remains smaller than the 80%-plus that still flows through the stores, so changes in store fee terms continue to drive aggregate margin.[114][36] - as of 2026-08
The fee premise is moving through litigation and settlements as well. In Aug 2026 Google agreed to settle a UK app developers' class action for £260 million ($353.21m), subject to tribunal approval. …
The claim, led by academic Barry Rodger, alleged Google abused a dominant position by preventing alternative distribution and charging a 30% commission on Google Play sales. Of the total, £160 million compensates developers who sold an app on Google Play between August 2018 and July 2026. Google made no admission of liability, and the settlement does not change future commission rates. Statute (Japan's MSCA, the DMA), judgments (Epic v Apple and v Google) and settlements are all moving the fee premise at once, so commission is best treated as a contested variable rather than a negotiable term.[111][73][69] - 🇦🇺as of 2026-09

In-app Apple IAP carries 26% (15% for Small Business Program, the Mini Apps, Video and News partner programmes, and subscriptions after year one), in-app alternative payment 20% (10% for the same programmes), and out-of-app offers 15% (10%), with commission applying only to sales within seven days of a link tap. Developers must keep their chosen payment configuration for 12 months. [87][88] - 🇪🇺as of 2026-08
The fee architecture itself is being rebuilt, but its compliance with the DMA is unsettled. Epic Games calls the charges 'junk fees' and argues the DMA requires Apple to allow link-outs to the web free of charge, making the terms a deliberate breach; the European Commission welcomed the changes and said it would monitor how they apply. …

CDC Gaming reports that leading sportsbooks may spend 'very aggressive, irrational' amounts to answer them before the NFL season. Whether mobile game revenue is shrinking or growing depends on who is counting. In Sept 2026 Newzoo forecast 2026 mobile game revenue at $121.1bn (+6.8%), while reporting that global mobile downloads fell 25% year over year in H1 2026 and cost per install rose 30% to $0.56. …
Sensor Tower's store-tracked data put H1 2026 in-app purchases at ~$39.8B (-2%) on downloads down 12%. One is a full-year forecast and the other a tracked actual for the App Store and Google Play, and the coverage gives no basis for reconciling their revenue definitions. Both agree on falling installs, rising acquisition cost and dependence on existing players' spending, so the direction of revenue has to be read with its source and definition stated.[137][57] - 🇯🇵as of 2026-07

In Japan a large domestic operator has now used the statutory alternative-distribution route. On Aug 31, 2026 EXNOA, which runs DMM GAMES, released GAMES STORE, an iOS store app that lets iPhone users play its games without going through the App Store. …
It carries 11 titles, takes DMM points, requires access from Japan and iOS 26.6 or later, and installs through Safari. The install steps include changing the device's age-restriction setting to Unrated. Seven Japanese industry bodies said in Feb 2026 that Apple's terms leave no economic incentive,[85] so the bodies' assessment and individual operators' decisions do not line up. That installing an alternative store involves changing a device-level age restriction sits in tension with the wider move to stronger age checks.[140] - as of 2026-09-18

Community and UGC are described as retention drivers, yet UGC platforms are now under child-safety supervision in the US, Australia, the EU and Indonesia, and age checks are shifting toward inference from usage signals. Developer sentiment on generative AI is souring, and for family products trust is the product. The social licence of betting is contested through ad limits and minors' exposure, and prediction-market integrity rests on operators' self-enforcement.

UGC and creator economies keep scaling: Roblox, Fortnite and large creator Discords lead, AI tools lower the barrier to creation, and players shift from consuming content toward co-creating it.[16] At the same time, UGC platforms with a high share of minors have become objects of safety supervision. …
The US Senate opened an investigation into Roblox on Aug 14, 2026; Australia's eSafety Commissioner secured a court-enforceable undertaking on Aug 20, 2026 (stopping adults contacting unknown children without parental consent within three months, private by default for children's accounts, and an independent third-party audit of safety measures and age-estimation technology); and on Sept 1, 2026 the European Commission designated Roblox a Very Large Online Platform under the DSA, with obligations from January 2027. The scale of the safety investment is visible too: in an Aug 4, 2026 engineering post Roblox says facial age estimation has processed 338 million age-check records, used to unlock age-appropriate chat (company-reported and not independently verified, though the Australian undertaking now brings it under independent audit). The retention benefit of UGC and the cost of protecting minors and staffing moderation are two sides of the same design decision.[77][78][101][117][109] - 🇯🇵 For family products, trust is the product: MIXI's FamilyAlbum (みてね) passed 30M users worldwide in May 2026 across 175 countries (~40% overseas). Churches, public-health groups and opposition MPs call the measures loophole-ridden, while industry argues a blanket ban would benefit illegal operators. PointsBet CEO Andrew Catterall told the company's Aug 26, 2026 annual meeting that tighter rules risk handing the market advantage to illegal offshore operators and make the licensed operating model more complex and expensive. That is an interested party's claim, not independent evidence on harm reduction. On Sept 4, 2026 ATT Collective Action Limited, whose director Ann Pope is a former senior antitrust director at the UK Competition and Markets Authority, filed a £2 billion ($2.7bn) collective damages claim against Apple at the UK Competition Appeal Tribunal on behalf of thousands of app developers. …
It alleges Apple implemented App Tracking Transparency unfairly and discriminated against third-party developers by imposing stricter requirements on them than on its own advertising and data collection. The claim states that developers' advertising revenues fell after ATT launched in April 2021 while Apple's own ad revenue grew from $1.5 billion in 2020 to $7.4 billion in 2025. These are the claimants' allegations and no ruling has issued. What is new is that measurement fragmentation is now being contested as a question of who captures advertising revenue, not only as a technical constraint.[110][17] - AI use in code has become broadly established: ITPro reports 84% of developers using or planning to use AI in their workflows and 85% using it frequently, with 'vibe coding' expected to mature through 2026. Verifying the security of generated code remains a separate problem. Hour-saving figures such as MIXI's 98% cut do not by themselves show the cost of review, testing and security checks.[28][7] as of 2026-06

The ATT consent prompt itself is being rebuilt in the EU. In Sept 2026 Apple announced changes to App Tracking Transparency for EU users with iOS 27.2: an alternative prompt with modified formatting and language becomes mandatory in Germany, France, Italy, Poland and Romania; developers can add an Additional Information button explaining data linking for advertising; users can be asked again one year after their previous choice; and the EU setting is renamed to allowing apps to request to link activity across companies. …
Apple says the changes are due to legal requirements and that the conditions for requesting permission are unchanged.[138] A UK collective claim over the same framework is pending,[110] and no data yet shows the effect on opt-in rates.

Responsible design is now a legal axis. The EU KIDS Act proposal would restrict streaks and AI companions and require app stores to age-rate every game, and PEGI rates loot-box titles 16+ by default. In the US, Apple v Epic is at the merits stage, state age-verification laws are in force and state enforcement against prediction markets is widening. A Brazilian court ordered age checks on virtual-chip purchases, and Japan opened distribution by statute.

The EU Digital Fairness Act (Commission proposal expected Q4 2026; public consultation closed Oct 24, 2025) eyes dark patterns and addictive design plus loot-box transparency and real-currency cost disclosure for virtual goods, and the Commission says it is examining whether certain design elements should be disabled by default or prohibited outright in children's games — potentially also requiring parental consent for minors' paid loot boxes. …
Framed as a response to documented consumer harm and addiction concerns from randomized monetization (the Commission's 2024 Fitness Check estimated harmful online commercial practices cost EU consumers at least €7.9bn a year), the file then faces ~1–1.5 years of negotiation, with application no earlier than ~2029.[10][19][30][47] - as of 2026-06
In Europe the age gate moved before the statute. PEGI published new 'interactive risk' criteria on March 12, 2026 and applies them to titles submitted from June 2026. …
Paid random items (loot boxes) draw PEGI 16 by default and PEGI 18 in some cases; time-limited or quantity-limited offers draw PEGI 12; NFT or blockchain mechanisms draw PEGI 18; return rewards such as daily quests draw PEGI 7, while punitive designs that remove progress or items draw PEGI 12; and unrestricted communication with no blocking or reporting draws PEGI 18. Elisabeth Secker of Germany's USK states that since equivalent criteria were introduced, about 30% of submitted games had the new criteria applied and about one in three of those received a higher age rating. Major titles have been re-rated, with EA Sports FC moving from PEGI 3 to 16. The reach therefore extends past loot boxes to ordinary live-ops practice such as limited-time offers and streak mechanics. With loot-box legislation stalled, a rating body's operating change has become the binding constraint first.[56][76] - 🇯🇵as of 2025-11
Japan's gacha rules are self-regulatory at core: JOGA guidelines require pre-purchase odds disclosure and industry guidance also sets monthly minor spend caps (~¥5,000 for 15 and under, ~¥10,000 for 16-19s), while CESA also issues guidelines on real-money trade and gacha, so self-regulation spans several bodies. …
Kompu-gacha was withdrawn as unlawful under the Premiums Act in 2012. Under that Act's general rule a premium may not exceed the lower of 20 times the transaction value or ¥100,000, and excessive premiums can be restricted by the Consumer Affairs Agency or the JFTC (per Chambers, as of Nov 25, 2025). Odds disclosure, pity timers and spend caps are therefore de-facto design requirements rather than statute — but a general consumer-protection statute always sits behind them as a ceiling.[12][26] - 🇯🇵as of 2026-07

US platform-fee and loot-box law is in flux: on Dec 11, 2025 the Ninth Circuit upheld the Apple contempt finding but vacated the total commission ban (including the 27% fee on external-link purchases) as overbroad, remanding for a purgeable civil sanction or a properly tailored modification; the Supreme Court then …

The duty reaches developers as well as store operators — developers must declare age ranges for their apps. Industry group CCIA sought to halt enforcement on First Amendment grounds, but the Supreme Court denied the application in a one-sentence order on July 6, 2026 and the law remains in force. Louisiana pushed its own law to 2027 over ID-breach concerns, so implementation timing diverges state by state.[55][38] - 🇮🇳as of 2026-09-05

Junglee). The same day, in a separate ruling, it upheld the 28% GST on the full face value of bets, including retrospective demands, holding that the skill-versus-chance distinction is irrelevant once money is staked (DRI v. The question is whether a blanket ban covering skill-based games infringes the freedom to carry on business, and a parallel public-interest petition seeks stronger action against betting apps posing as social gaming or esports. Opening payment raises a new gate for minors. Under Apple's EU terms effective Oct 1, 2026, apps in the Kids Category must place alternative-payment purchase flows behind a parental gate and may not offer out-of-app website purchases at all. …
For users under 13, alternative-payment purchases likewise sit behind a parental gate and out-of-app offers are prohibited; for 13 to 17 year olds both alternative payment and out-of-app offers require a parental gate, and where an EU storefront sets the parental-consent age above 13 the higher threshold applies. Generative AI and always-on operations lift the compute/energy footprint, putting performance and efficiency design at the intersection of UX and sustainability, with measured evidence that delivery mode changes emissions intensity. The third-party assurance of climate information it obtained on Aug 18, 2026, however, covers governance and risk management plus GHG Scope 1 and Scope 2 only, and excludes Scope 3. Most of the compute and electricity added by routine generative-AI use and by contracts with external model vendors sits in purchased goods and services, that is, in Scope 3.
