Apps People Live In
This layer names the apps people use every day, per country. In Japan attention sits on LINE (~100M MAU) and YouTube, the payment entry on PayPay (75M registered), and LINE, PayPay and Seven & i are consolidating into one sphere. India runs on WhatsApp, UPI and Reels/Shorts, and from 15 October high-value merchant UPI payments carry a fee. The US runs on YouTube, TikTok and iMessage, with Venmo, Cash App and Zelle for P2P. Settlements and state law set minor-facing product terms. Google's new Japan rates and Apple's new EU terms have reached their effective dates, so store rates now differ by region and install date. These set the terms for MIXI's distribution dependence, FamilyAlbum's competition and mixi2's traction.

Review pass. Google's new Japan rates (30 Sep) and Apple's EU terms (1 Oct) are marked as in effect. Japan's rates also split by install date, which corrects the reading that mature titles may face higher cost. …
The claim that ~46% of revenue tracks wagering was corrected because Sports includes spectator businesses; Digital Entertainment earns ~80% of segment profit. LINE is no longer called foreign, and the Roblox attribution was narrowed.[157][158][159] - 2026-09-25
NPCI fixed UPI MDR at 0.4% on merchant payments above ₹2,000 from 15 October. Australia enacted its under-16 enforcement law, and California barred addictive features for under-16s. …
The earlier statement that Meta's settlement was approved the same day could not be confirmed in primary sources and was corrected. LINE-PayPay linking and Google's new Japan rates cannot yet be confirmed as started.[140][142][144][94] - 2026-09-05
Through late 2026 those preconditions moved in three directions: age rules and minor-facing product specifications were fixed by law and by settlement, app-store rate cards were rebuilt region by region, and payment rails spread across borders (Zelle into India, PayPay accepting inbound visitors' home apps) and down-market from P2P into small-business receivables. …
India still bans TikTok outright (no official reversal as of September 2026), Australia enforces an under-16 social ban, and New Zealand introduced a bill of its own on 25 Aug 2026 (no first reading confirmed as of 5 Sep 2026). India's UPI set a volume record of 24.51bn transactions worth about ₹29.82tn in August 2026, the latest complete month that can be confirmed here, while the average ticket fell. The substrate of distribution moves again: on top of Japan's smartphone act, Google's fee structure was rebuilt in the EEA, UK and US from 30 Jun 2026 with the Japanese version due by 30 September (not yet visible in Google's published rates as of 5 Sep 2026), and Apple reworks its EU terms from 1 October. On the payments side an AI-agent standard (x402) moved into shared governance across 40 organizations, and acceptance itself is starting to cross borders. Japan published compliance reports under the Mobile Software Competition Act, but industry bodies call the regime at risk of becoming hollow and have asked the JFTC to open a formal investigation, to which no published response exists as of 5 Sep 2026; LINE Credit received a business improvement order (reportedly its second) and the Consumer Affairs Agency floated dark-pattern rules. On the disclosure side, MIXI obtained its first third-party assurance of climate-related information in August 2026, covering Scope 1 and 2 emissions and governance but not Scope 3, and published its Integrated Report 2026 on 1 Sep 2026 — yet what is assured and what actually carries the load of free unlimited storage and cloud/AI usage still do not coincide.

- 2026-08-31 Japan combines quasi-public LINE/PayPay infrastructure with new statutory regulation of the app stores themselves, and the ¥300bn investment in Seven & i by three companies settled on 17 Aug 2026. Japan's PayPay has 75M registered users (as of 9 Aug 2026) and ¥12.5tn GMV (latest disclosed, FY2024), listed on Nasdaq in March 2026, and the ¥300bn three-company investment in Seven & i settled on 17 August. US Venmo/Cash App/Zelle run a trillion-dollar P2P economy: Zelle processed $1.2tn in 2025, announced entry into India in June 2026, and said in August that its small-business receiving feature had reached one million businesses. Mercari posted record revenue of ¥229.3bn (+19.0%) for the year to June 2026, with cross-border GMV above ¥100bn. In its main market, Australia passed a law in August 2026 that limits wagering advertising from 1 January 2027, which changes ad inventory, acquisition routes and cost structure together. In August 2026 Gemini reached 1bn monthly users and Australian age assurance moved to a stage that carries third-party audits, while measurement eight months into the ban put 13-to-15-year-old TikTok use at 26%, just one point below the pre-ban rate, making the ban's effect itself contested. In the US on 26 August, Meta's settlement with a coalition of state attorneys general accepted changes reaching into minors' session time, notifications and display features (reporting says the federal court approved it the same day; details differ between the release and the coverage). On a smaller scale, the party people talk to is also moving off the phone and onto household devices. External payment has become a real sales channel for some publishers, while an industry survey puts adoption at 5.9% for alternative stores and 8.8% for alternative payment — both pictures need to be read together. Alternative stores also exist in Japan in practice: the Epic Games Store opened on 1 May 2026 and the DMM GAMES STORE on 31 August 2026, which gives a route to categories the App Store does not accept. In the US, on 26 Aug 2026 Meta settled with a coalition of state attorneys general for at least $12.1bn — up to $17.1bn if other major platforms settle similarly — with binding terms reaching into minors' session time, notifications and display features; reporting says the federal court approved it the same day, while the amount, the number of states and the term differ between the primary release and the coverage. TikTok settled COPPA claims for $400m, Cash App settled with 46 states for $45m, and TikTok and Snap also settled civil addiction suits in July 2026. India deferred its UPI market-share cap to December 2026 while an MDR-enabling bill passed the lower house in August, rates undecided. Australia moved to double its penalty cap to ~AUD 99m, secured a court-enforceable undertaking plus third-party audit from Roblox, and on 18-19 August passed the Interactive Gambling Amendment (Gambling Reform) Bill 2026, whose main duties start on 1 January 2027.
- 2026-07-31 Daily-app usage is heavily shaped by geopolitics and national policy: the US forced TikTok into a US-controlled JV and then re-permitted it on federal devices in July 2026, while Texas moved the age-verification duty onto the app-store layer and the Supreme Court declined to halt enforcement. MIXI's FY2026 saw higher revenue but flat EBITDA; in Q1 FY2027 PointsBet consolidation made sports its largest segment (~46% of revenue) with sales +50.3% — the revenue centre of gravity has moved into gambling-adjacent areas, which raises exposure to addiction harm, regulation and reputation in the same proportion. Much of the full-year guidance upgrade is one-off. The Kumamoto earthquake of 28 July knocked out all four carriers and stopped cashless payment, which showed how far everyday-app use rests on networks and power. Texas's app-store age-verification law became enforceable (the Supreme Court declined to halt it in July 2026) and Discord was ordered to bring UK-level age assurance to Texas.
- 2026-06-30 Brazil's ECA Digital, in force since March 2026, brings age verification and paid loot boxes for minors into scope. Gacha and loot boxes entered scope too: Brazil's ECA Digital took effect in March 2026, Europe's PEGI applies a minimum 16 rating to games with paid random items from June 2026, and New York's attorney general sued Valve in February 2026 alleging illegal gambling.

mixi2's durability is the indicator for how far distribution dependence can be eased, but it cannot be judged from public information
Attention concentrated in LINE, Meta and Google, and surfaces that move with policy, raise the relative value of an owned relationship graph. The invite-only mixi2 launched in Dec 2024 with ~1.2M users in week one, but no monthly-active figure has been disclosed since its one-year mark in Dec 2025.[14][31][43] Whether that first week became durable use cannot be confirmed externally, so any easing of distribution dependence is unassessable. Until disclosure, the public record supports reading the dependence as still external (implication).

Unsettled norms on AI use of private photos shape design requirements and competitive terms for family photo apps
Google Photos (1.5B users, 9tn items) repurposing private photos as AI input through Gemini spreads ahead of settled norms on consent scope, training use and cross-border data.[12] FamilyAlbum's 'no public feed, family-only' design is one position inside that gap, but the scope of any AI training use rests on its own privacy policy and cannot be verified externally.[13] The 2026 layering of paid tiers (Premium One, single-purchase stickers) added entry points to revenue; stored volume and unsettled norms are unchanged.[30][111] (implication)

JP attention concentrates on LINE/YouTube and the payment entry on PayPay, leaving MIXI's acquisition funnels dependent on external everyday apps
Japanese attention concentrates on LINE (~100M domestic MAU) and YouTube (~78.7M), while PayPay (75M registered, ~64% of QR) owns the payment entry point.[1][21][47][77][3] MIXI acquires and onboards FamilyAlbum, Monster Strike and sports users on surfaces it rents from others. The lower the weight of owned surfaces, the more directly a surface's spec, fee and policy changes reach acquisition cost. The point to watch is when, and on what terms, LINE-PayPay linking starts (implication).

The new Google rates in Japan reach Monster Strike's Android spending by less than the 10%/20% headline suggests
Google's new Japan structure (effective 30 Sep 2026) splits rates by install date, and transactions above $1M from users who installed earlier cost 25% plus 5% (20% plus 5% in Level Up and similar programs).[157][158] Monster Strike is a long-running title whose users are mostly existing installs, so its Android rate falls by less than the 10%/20% headline, and whether it joins a program is not disclosed. Its web shop usage is already above 50% (FY2026),[26] so the store-rate change reaches take-home revenue only through the Android, existing-user, in-store part (implication).

JP attention concentrates on LINE/YouTube and the payment entry on PayPay, leaving MIXI's acquisition funnels dependent on external everyday apps
Japanese attention concentrates on LINE (~100M domestic MAU) and YouTube (~78.7M), and PayPay (74M registered as of 2 Jul 2026, ~64% QR) owns the payment entry point. This means MIXI's acquisition and onboarding for FamilyAlbum, Monster Strike and sports are structurally dependent on 'rented' third-party surfaces (LINE official/mini-apps, Shorts ads, PayPay linkage). The lower the weight of owned surfaces, the more directly changes in those surfaces' specs, fees and policies feed into acquisition cost (implication).[1][2][21][47]

Japanese payments, ID and points are consolidating into one sphere, centralizing the terms on which outside apps connect
The 2 Jul 2026 announcement of account linking between LINE (~100M domestic MAU) and PayPay (74M registered), and the 31 Jul acquisition by PayPay and SoftBank of 2.13% each in Seven & i (~¥100bn each) with 7iD folded into the PayPay ID platform and Seven Miles replaced by PayPay Points, bundle contact, payment and retail-membership bases onto one ID. For apps outside that sphere, mini-app slots, points funding, promotional terms and data linkage are increasingly set by the policies of a single group of operators. The rollout timing (phased from summer 2026) and the final scope of the linkage are the observation points for judging customer-reach costs in Japan (implication).[47][48][2]

mixi2's durability is the indicator for how far distribution dependence can be eased, but it cannot be judged from public information
Attention concentrated in LINE, Meta and Google, and surfaces swinging on geopolitics/policy (as with the TikTok US JV), raise the relative value of an owned relationship graph and surface. The invite-only mixi2 (launched Dec 2024, 1.2M in week one) sits in that context, but since its one-year mark in Dec 2025 no monthly-active figures have been disclosed, and none had been published as of Aug 2026. Whether the fast first week converted into durable use cannot be confirmed externally, so any easing of distribution dependence is currently unassessable. Until disclosure, reading the dependence as still resting on external surfaces is what the public record supports (implication).[14][31][43]

Unsettled norms on AI use of private photos shape design requirements and competitive terms for family photo apps
Google Photos (1.5B users, 9tn items) repurposing private photos as AI input via Gemini adds convenience while expanding ahead of settled norms on consent scope, training use and cross-border data. FamilyAlbum's publicly stated 'no public feed, family-only' design (40%+ overseas, ~20% North America) is one position taken inside that normative gap, but the scope of any AI training use rests on the company's privacy policy and there is no externally verifiable disclosure of it. What appeals to safety-minded users and what constrains users who want richer AI are two faces of the same design. The structure in which free unlimited storage is funded by paid conversion was subdivided during 2026 — an individual Premium One tier ($2.99/month) and single-purchase stickers added more entry points to revenue — while the two variables that matter, stored volume and unsettled norms, are unchanged (implication).[12][13][30][111]

The TikTok US-JV algorithm reset lowers the predictability of US short-video UA cost
Oracle's retraining of TikTok's algorithm under US jurisdiction may destabilize the delivery and cost structure of US short-video ads and creator marketing. India runs on a three-layer WhatsApp + UPI + Reels/Shorts rail stack, and the economics of those rails have themselves begun to move by statute
India runs on a three-layer stack — WhatsApp (535M) as the contact base, UPI (23.66bn tx/month in July 2026, extending into credit rails) as payments, and Reels/Shorts as attention — making standalone-app acquisition structurally hard. On top of that, the bill passed by the lower house on 6 Aug 2026 gives the government a basis to prescribe merchant discount rates on UPI, putting the fee-free premise in place since 2020 into play. For family/photo, entry economics are governed by dependence on those rails and by the uncertainty until rates and scope are fixed (implication).[5][44][34][29][49]

The rising weight of sports betting increases revenue growth and the burden of addiction, regulation and reputation in the same proportion
In full-year FY2026 revenue rose but group EBITDA was roughly flat at ¥31.1bn, with operating income pressured by PointsBet goodwill amortization. The following Q1 FY2027 (Apr-Jun 2026) delivered revenue +50.3% and EBITDA +125%, and sports (¥21.6bn, +94.5%) became the largest segment for the first time (~46% of revenue). The full-year net-profit upgrade (¥13.5bn to ¥25.0bn) includes one-off, non-recurring items — a ~¥5.18bn bitbank share-sale gain and deferred tax assets — which need separating when judging underlying earnings power, and PointsBet itself widened its statutory loss to A$26.6m in FY2026. Shifting the revenue centre toward wagering lowers sensitivity to attention moving between everyday apps, and in exchange takes on the health and social harm of addiction, tightening responsible-gambling regulation, and reputational downside: one external dependence is swapped for another rather than the total quantity of risk being reduced. Disclosure here is also asymmetric — turnover and handle appear every quarter, while app-level problem-gambling rates and self-exclusion counts are not published. On 18-19 August 2026 both houses of the Australian parliament passed a law that limits wagering advertising (main duties from 1 January 2027, uniform sponsorship from 2031), so part of the acquisition toolkit is now closed by statute; less advertising also means less advertising spend, so the net effect can only be measured after commencement.[124][125][126] The durability of the growth depends on how the regulatory environment and social tolerance evolve, and on when the unmeasured side becomes visible (implication).[26][33][46][36][35]

Australia's late-2026 age-assurance enforcement becomes a benchmark for family/teen products' compliance cost and effectiveness
Australia's investigation of five platforms, the 27 Jun 2026 announcement to double the penalty cap (AUD 49.5m to ~AUD 99m), and the reality that 70% of minors still retain 'some access' after the ban show that age-assurance 'implementation quality' shapes both legal risk and effectiveness. Outside measurement eight months in sharpens the picture: reporting based on Qustodio data puts 13-to-15-year-old TikTok use at 26%, one point below the pre-ban rate, while Meta says it removed 756,000 Australian accounts believed to belong to under-16s. Because a large removal count and a small behavioural change hold simultaneously, this regulatory lineage is assessed on two separate axes — whether a platform complied, and whether the rule worked. The design level of age assurance and guardian flows in FamilyAlbum (family-only, private) and game funnels is worth watching because Australia's enforcement and stiffer penalties can serve as a leading indicator for regulatory trends elsewhere (e.g. JP/UK). The asymmetry — compliance cost lands for certain while effectiveness is hard to demonstrate — remains for regulators and operators alike (implication).[32][28][39][96][97]

MIXI's AI reorganization and generative-AI production partnership are at the input stage, with disclosed effects limited to internal cost and lead time
MIXI disclosed a strategic partnership with Runway on 30 Jun 2026 (Monster Strike video production cut from ~21 days to 3, among others) and created a CAIO role effective 1 Aug 2026 covering AI strategy, governance and organizational development, reporting 99% internal AI adoption and ~¥1bn in annual cost savings for FY2026. What is disclosed, however, is production lead time and internal cost; how this shows up in product metrics or revenue — in a market where AI assistants are themselves becoming everyday apps (ChatGPT 1bn MAU, Gemini 900M MAU) — is not disclosed. The stage is to keep inputs and outcomes distinct and watch whether later disclosure connects them to product KPIs (implication).[50][51][20][23]

Age assurance is expanding to the app-store layer and to non-covered apps at once, splitting the premises for distribution and age flows by region
Texas's SB 2420 requires Apple and Google to verify age before download and obtain parental consent for under-18s, and requires developers to declare age ratings. The Fifth Circuit stayed the injunction and on 6 Jul 2026 the Supreme Court declined to block enforcement, so it operates as live law (with the constitutional question still pending). In parallel Discord was ordered to extend UK-level age assurance to Texas users within 90 days, while Australia presses obligations on ten covered apps plus a doubled penalty cap. For MIXI this means the distribution and age flows for its apps — Monster Strike and FamilyAlbum included — must satisfy two lineages of requirement at once: Australia's app-by-app model and the US store-level model. Developer-side age-rating declarations and guardian-consent flows differ per surface, and those spec differences translate directly into implementation and operating cost (implication).[53][54][61][39]

Effective distribution cost splits by surface and region, with separate rate cards starting in Japan and the EU in autumn 2026
Full entry into force on 18 Dec 2025 opened alternative stores and external payments: Apple moved its maximum official in-app rate from 30% to 26% (5% processing plus 21% platform), set 10-15% for external links and 5% for alternative stores. Google initially held 30%, then said on 14 Jul 2026 that it would bring its new Japan structure forward to by 30 September — a 10%/20% service fee plus 5% when Google Play billing is used — citing consultation with the JFTC and input from domestic developers including MIXI. Apple applies a separate EU structure from 1 Oct 2026 (5% CTC, 26% with IAP, 20% alternative payment, 15% for web-directed purchases). Because external steering went from prohibited to permitted-but-priced, some developers assess total cost as no better, yet at KLab out-of-app payment has grown into the third sales channel after Apple and Google. As of 5 Sep 2026 Google's published fee page does not yet carry the new Japan structure; Japan still sits on 15%/30% plus a 5% billing fee. For products with a high share of domestic in-app billing (Monster Strike, FamilyAlbum Premium and the like), the observation points are that effective cost including payment fees now diverges by region and route, and that it becomes measurable only after 30 September (implication).[82][83][84][55][56][57][118]

The possibility that the purchase entry point moves outside the app UI (to AI agents) is at the stage of separating standardization progress from actual usage
x402 moved on 15 Jul 2026 into the Linux Foundation's x402 Foundation with 40 organizations including Visa, Mastercard, Stripe, Google, Shopify and AWS. Competing frameworks coexist, so the standard has not converged, and consumer-side usage remains limited. Reach on the AI-app side also changes shape with the metric: a 1bn monthly figure from third-party estimation sits alongside reporting (29 Jul 2026) that ChatGPT was only *approaching* 1bn weekly. What can be said today is therefore bounded: preconditions are assembling on both the payment rails and AI usage, but evidence that consumer purchasing has actually moved to agents is still thin. Convergence of the standard, disclosure of real transaction volumes, and how it coexists with app-store billing are the observation points (implication).[64][67][68][20]

The boundary of a sphere is now drawn by how a wallet treats payment instruments, not only by ID linkage
On 1 Jul 2026 PayPay moved to a scheme where paying with a Visa or Mastercard issued by another company requires obtaining a free 'other-company card voucher' (¥10,000-¥250,000) in advance, and said the previous method ends on 31 August. Cards issued by Sumitomo Mitsui Card keep the old method. PayPay's stated reason is the burden of international-brand and related fees; no other motive is given. On 31 July that same Sumitomo Mitsui Card appeared alongside PayPay and SoftBank as an investor in Seven & i, and the payment completed on 17 August. Neither party has explained a link, and none can be confirmed from public information. The observational implication is that the line between inside and outside a sphere now shows up not only at the upper layer of ID and points integration but at the operational level of which payment instruments work in a wallet and in how many steps. For an app outside that sphere, even what payment options its users can choose depends on the surface operator's design (implication).[90][48][78]

The cost of age assurance now has a second line item — external audit — on top of its effect on spending
In its Q2 disclosure on 30 Jul 2026 Roblox reported age-check penetration of 57% globally and ~80% in Australia, yet guided Q3 bookings to a 14-18% year-on-year decline and withheld full-year guidance: the burden landed on spending rather than user counts. Three weeks later, on 19 August, Australia's eSafety secured a court-enforceable undertaking from the company requiring design changes within three months and, on top of that, the appointment of an independent third-party auditor to assess its safety measures including age-estimation technology — the first external audit eSafety has required of a technology company. The cost of age assurance can therefore land in two places: on the demand side as reduced spending, and on the supply side as audit and verification compliance. For any product with age-dependent flows, the observation point is that implementation quality, not merely its presence, is verified from outside, so the standard now applied is that design and record-keeping are open to outside inspection — and, alongside the Texas store-layer rule and Australia's ten covered apps, several verification styles must be satisfied at once (implication).[58][87][53][39]

Rules on random-item monetization diverge by jurisdiction, so the premises of game revenue can change country by country
Rules on paid random items took concrete form in several jurisdictions during 2026. From June, Europe's PEGI applies a default PEGI 16 to games with paid random items, PEGI 12 to time- or quantity-limited in-app purchases, and PEGI 7 to daily login rewards (PEGI 12 where not logging in is penalised). Brazil's ECA Digital, in force from 18 March, brings paid gacha for minors into scope, and has already produced rating increases and access blocks. In the US, New York sued Valve in February alleging loot boxes are illegal gambling, a class action is pending in Washington, and Valve responds that virtual items cannot be cashed out and so are not 'things of value' under gambling law. Japan has no rating or prohibition specific to paid random items; its live thread is closer to the Consumer Affairs Agency's dark-pattern work. MIXI's Digital Entertainment was ~49% of group revenue in FY2026, and in Q1 FY2027 IP-collaboration ARPU offset Monster Strike's falling MAU — and the design that supports that ARPU (gacha, limited-time items, login bonuses) sits in the areas those classification criteria touch. At the same time, the social concern these rules address — minors' exposure to chance-based spending and repeated purchasing — exists independently of the revenue discussion. The observation points are how far diverging ratings, age gates and saleability by country bear on both price points and addressable age groups, and how the regulatory debate develops inside Japan (implication).[100][101][102][46][26][91]

What the statute opened and what developers actually use have diverged, so rate cards alone do not describe real distribution cost
About eight months after the smartphone act came fully into force, a survey by MCF and seven other bodies (30 companies, 34 responses) put alternative app store use at 5.9% and alternative in-app payment at 8.8%. The leading reasons for not adopting were too few users, no fee advantage and fear of retaliation; the group says that among apps flagged in review for external payment links, roughly 90% at Apple and all cases at Google ended with the link removed, and it has asked the JFTC for formal investigation and corrective measures. Early movers show the opposite picture: KLab says out-of-app payment routed through Xsolla became its third sales channel after Apple and Google, and MIXI added direct bank payment to a Monster Strike WEB Shop whose utilization had already passed 50%. The two are not in conflict. The reading consistent with the public record today is that external payment works mainly for operators with enough scale and product design to drive their own traffic. Adoption aside, the alternative stores themselves exist. The Epic Games Store opened for iOS in Japan on 1 May 2026 and the DMM GAMES STORE on 31 August 2026; the latter carries R18 titles and a withdrawn video player that the App Store does not accept, so the statute's effect also shows in which categories gained a route, not only in rates.[134][135][136] With Google's new Japan structure (by 30 September) and Apple's new EU terms (1 October) both starting, the observation point is to track headline rates, effective cost and actual adoption as three separate things (implication).[98][99][84][92][82][83]

Distribution cost is starting to depend on when a user was acquired, so effective rates can move in opposite directions for mature and new titles
Google's published fee page describes the structure applying in the EEA, the UK and the US from 30 Jun 2026: a 10% service fee on auto-renewing subscriptions and on transactions from 'new installs' up to $1m of annual earnings, against 25% for transactions from users who installed before that date (20% where the purchase is sent to an external web link), as stated on 5 Sep 2026. Splitting the rate by when a user was acquired means the same item sold at the same price nets a different amount depending on when the buyer installed the app. Long-running titles earn much of their revenue from existing installs, so a lower headline rate need not translate into lower effective cost. The 10%/20% figures reported for Japan are not presented on the same cut, and the terms need checking after the by-30-September rollout. The same page also sets 20% on existing installs (15% through an external web link) and 15% on new installs for developers inside programmes such as Play Games Level Up, so effective rates split along two axes: when the user was acquired, and which programme the developer joined. The observation point is not the headline on the rate card but how the existing/new split, the programme terms and the treatment of external web links are defined (implication).[118][82][98]

Everyday-app availability rests on the physical layer of networks and power, and in a disaster contact and payment stop together
In the Reiwa 8 Kumamoto earthquake of 28 July 2026 (M7.1, maximum seismic intensity 7) all four carriers — NTT Docomo, KDDI, SoftBank and Rakuten Mobile — reported outages, and on 29 July the inter-carrier 'JAPAN roaming' service and the free disaster Wi-Fi network '00000JAPAN' were in use. While power and networks were down, cashless payment did not work, cash demand rose and mobile ATM vehicles were sent to the affected area. Every user count, payment volume and MAU figure in this layer assumes that the physical layer works. The more that contact, photo sharing, payment and games sit inside one set of apps, the wider the range that is lost at once during an outage, in exchange for everyday convenience. Offline behaviour, disaster fallbacks, the scope of inter-carrier roaming and disclosure of time-unavailable are the things to watch when availability is assessed.[131][132][133]

In Q1 FY2027 sports revenue reached ¥21.6bn (+94.5%) and became the largest segment for the first time.[46] Full-year FY2026 revenue rose while group EBITDA stayed roughly flat,[26] and PointsBet widened its statutory loss to A$26.6m.[35] Moving the revenue centre toward wagering lowers sensitivity to attention shifting between apps, and takes on addiction, regulation and reputation instead. Disclosure is asymmetric: turnover appears quarterly, app-level problem-gambling rates do not.[36] Australia's wagering-advertising rules start on 1 January 2027.[124] (implication)

Age assurance is expanding to the app-store layer and to non-covered apps at once, splitting the premises for distribution and age flows by region
Texas's SB 2420 requires Apple and Google to verify age before download and take parental consent, and requires developers to declare age ratings; it runs as live law since the Supreme Court declined to block enforcement on 6 Jul 2026.[53][54] Discord was ordered to extend UK-level age assurance to Texas users,[61] while Australia presses app-by-app duties and a doubled penalty cap.[39] MIXI's apps therefore sit under two lineages of requirement, store-level and app-level, at once (implication).

Effective distribution cost splits by surface and region, with separate rate cards starting in Japan and the EU in autumn 2026
Full entry into force on 18 Dec 2025 opened alternative stores and external payments, and Apple cut its maximum official in-app rate from 30% to 26%.[56][57] Google brought its new Japan structure, a 10%/20% service fee plus 5% for Play billing, forward to by 30 September.[82] Apple applies a separate EU structure from 1 Oct 2026.[83] External steering went from prohibited to permitted-but-priced, and at KLab it grew into the third sales channel.[84] Effective cost splits by region and route (implication).

Rules on random-item monetization diverge by jurisdiction, so the premises of game revenue can change country by country
Rules on paid random items took concrete form in several jurisdictions during 2026. From June, Europe's PEGI applies a default PEGI 16 to games with paid random items.[100] Brazil's ECA Digital, in force from 18 March, brings paid gacha for minors into scope.[101] In the US, New York sued Valve over loot boxes.[102] Japan has no rule specific to paid random items; its live thread is the Consumer Affairs Agency's dark-pattern work.[91] The gacha and limited-time items that support ARPU sit in the areas those criteria touch.[46] (implication)

As sports betting's weight rises, MIXI's results track wagering regulation, self-exclusion enforcement and reputation more closely
In Q1 FY2027 sports revenue reached ¥21.6bn (+94.5%) and became the largest segment for the first time.[46] FY2026 revenue rose while group EBITDA stayed roughly flat,[26] and PointsBet widened its statutory loss to A$26.6m.[35] The larger wagering's share, the wider the path by which Australia's advertising rules (from 1 January 2027)[124] and self-exclusion enforcement[143] reach results. Turnover is disclosed quarterly; problem-gambling rates are not.[36] Points to watch are Australian acquisition cost after the rules start and any disclosure of harm measures (implication).

PESTLE analysis
P Political 11
Geopolitics and national policy shape daily-app usage. The US moved TikTok into a US-controlled JV; India still bans TikTok and, after amending the law, NPCI set UPI fees. Australia strengthened enforcement of its under-16 social ban by statute and New Zealand introduced a bill. Japan pairs quasi-public LINE/PayPay infrastructure with statutory app-store rules. Which apps people may use, and which sphere they consolidate into, is increasingly a product of policy decisions.

The US operations are valued at ~$14bn. Ownership and recommendation logic of a short-video surface used by ~183M Americans (TikTok's own Sept 2025 US MAU figure) were reconstituted by political decision.[10][40] - 🇮🇳as of 2025-12

Age-based restrictions are moving from an Australian one-country experiment toward a policy tool several countries adopt in parallel, and in New Zealand the move from plan to bill took three days. …
On 24 Aug 2026 Prime Minister Christopher Luxon's National Party set out a plan to bar under-16s from social media, and on 25 August the government introduced the bill without the backing of coalition partners NZ First and ACT. It covers platforms including Instagram, TikTok, Snapchat and Facebook, requires 'reasonable steps' to verify age using existing account information, facial technology and digital identity documents, and sets penalties of up to 10% of global revenue. Opposition Labour leader Chris Hipkins said his party would support it, and the government aims to pass a first reading before the 7 November election, though enactment timing is unsettled and Foreign Minister Winston Peters has warned of a 'slippery slope.' Australia's precedent is read elsewhere as a feasibility test, while its measured result eight months in — 26% of 13-to-15-year-olds on TikTok, one point below the pre-ban rate — shows how hard both the design and the effect are. As of 5 Sep 2026 no first reading has been confirmed from public sources. In the US, the age-verification duty moved to the app *store* layer. Texas's App Store Accountability Act (SB 2420, slated to take effect 1 Jan 2026) requires Apple and Google to verify age before download and obtain parental consent for under-18s, and requires developers to declare age ratings (under 13 / 13-15 / 16-17 / 18+). …
A federal district court enjoined it in Dec 2025, but the Fifth Circuit stayed that injunction in June 2026, making it enforceable, and on 6 July 2026 the Supreme Court declined an emergency application to block enforcement (the constitutional challenge continues on appeal). At the same time, TikTok's national-security framing partly reversed. In July 2026 the Justice Department's Office of Legal Counsel concluded that, following completion of the transfer to the US-controlled JV, the No TikTok on Government Devices Act no longer covers the current US version of the app, so federal employees may again install TikTok on government-issued devices. …
The path from ban to forced divestiture to re-admission shows app restrictions are not irreversible — they can be lifted by changing ownership structure — though how far the statute's original purpose was met remains contested.[75][10] - as of 2026-03
State intervention has widened from which apps people may use to what may be sold inside them. Brazil's ECA Digital, passed in September 2025, took effect on 18 Mar 2026: it requires age verification across digital services and brings paid random-item sales (gacha / loot boxes) to minors into scope. …
After it took effect, Mario Kart Tour's rating on Brazil's Google Play was raised to 18+, with Nintendo's store listing citing 'in-game purchases (including random items)'; Supercell said it would remove or change paid gacha elements in Clash of Clans, and Riot Games notified users that under-18s would be blocked from League of Legends there. Where age verification regulates the entrance, this reaches the revenue design itself — a different lineage, because it bears directly on price points and monetization structure rather than on whether an app is available.[101][100] - 🇯🇵 The Seven & i Holdings capital and business alliance resolved on 31 July includes Sumitomo Mitsui Card alongside PayPay and SoftBank, for about ¥300bn from the three investors combined. It cited the fact that about a third of annual remittances to India originate in the US, and described a dollar-backed stablecoin, ZelleUSD, as infrastructure for further markets. An operator processing $1.2tn a year domestically is thus connecting into a market dominated by a different rail (UPI) from the remittance side, entering on an axis distinct from the existing UPI app contest. The release gives only 'before the end of this year' for availability and names no Indian partner, price or regulatory treatment, and says ZelleUSD details will follow 'in the coming months'; and — as WhatsApp Pay's ~0.7% UPI share shows — scale elsewhere and traction inside India are separate questions.[115][103][27][6] - 🇯🇵as of 2026-06
C2C marketplace Mercari has 20M+ active users in Japan, and m-commerce is ~65% of Japanese e-commerce sales (up from 57% in 2023). For the year to June 2026 (FY2026) it posted record revenue of ¥229.3bn (+19.0%) and core operating profit of ¥44.2bn (+60.2%), and resolved its first share buyback, of ¥10bn. …
Cross-border GMV passed ¥100bn, close to a tenth of total marketplace volume — moving on from the '15x cross-border GMV' framing of 2025 to a business describable in absolute scale. On the finance side, cumulative issuance of Mercari Card and Mercari Card Gold reached about 6.3M, with 29.2% of card users aged 30 or under (roughly double the industry average, per the company), so a C2C purchase surface now extends into credit and payments. Consumer purchasing remains app-first and mobile-default, but the growth is shifting from domestic GMV toward cross-border and finance.[104][19][24] - 🇯🇵as of 2026-03
MIXI's reported FY2026 full-year revenue was ¥171.37bn (+10.7% YoY). Group EBITDA was ¥31.1bn — roughly flat, about -1.6% versus FY2025's ¥31.6bn (itself +34.9% the prior year) — while operating income was pressured by goodwill amortization from consolidating PointsBet. …
Sports grew +63.8% to ¥65.848bn net sales, with segment profit of ¥5.088bn (+154.5%); this growth increases reliance on sports betting and carries downside risk on regulation, addiction and reputation. Digital Entertainment (Monster Strike-led) fell -10.8% to ¥83.889bn while segment profit held at ¥43.05bn (-2.8%) as Monster Strike WEB Shop utilization passed 50% and lifted cost efficiency, and Lifestyle turned profitable with sales +16.0% (¥17.159bn) on FamilyAlbum growth. Digital Entertainment is ~49% of group revenue and Sports ~38%, so the two largest segments are now close. Revenue rose but profit stayed roughly flat; where attention and spend move across everyday apps governs the profit mix.[26][33] - 🇦🇺as of 2026-03
PointsBet — 66.4% held by MIXI — posted A$186.6m group revenue for its shortened FY2026 (a nine-month period, Jul 2025-Mar 2026, after changing its year-end), slightly down from A$188.4m, and a A$26.6m statutory loss (widened from A$18.2m). …
Softer Australian trading was offset by Canadian (Ontario) growth, where its casino went live on Bede Gaming in Apr 2026. Behind MIXI's consolidated sports growth sits the reality of a widening loss at the acquired unit — where attention and wagering flow across markets and apps governs both revenue and cost.[35][26] - 🇯🇵as of 2026-01
The wagering MIXI's sports unit relies on is, in Japan, confined to public-sports betting — keirin, horse/boat/auto racing and the toto lottery (private sports betting is illegal) — operated and self-regulated by public bodies. …
Gambling addiction is treated as a public-health concern: the government imposes responsible-gambling measures (advertising restrictions, self-exclusion, access limits) under its addiction-countermeasures framework. Because app-based wagering is available 24/7 from small stakes, it structurally widens both participation and dependency risk, and broad sports-betting legalization still faces persistent opposition inside and outside government. There is a measurement asymmetry here: turnover and handle are disclosed every quarter, while app-level problem-gambling rates and self-exclusion counts are published neither by the public-racing bodies nor by MIXI, so only the benefit side is quantified. The growth of TIPSTAR/Chariloto (public-racing betting) and PointsBet (overseas) therefore sits under constraints of addiction, reputation and regulation; concentrating attention and wagering is a revenue opportunity that carries health harm and tightening regulation as its social downside.[36] - 🇯🇵as of 2026-09
FamilyAlbum keeps free unlimited storage while layering paid tiers, and as of September 2026 there are three. Premium One is $2.99/mo for one person, Premium Family $5.99/mo or $59/yr for the whole family, and Premium Family Pro $10.99/mo or $109/yr, adding long and full-HD video, bulk PC upload, bulk download, advanced search and casting to a TV as the tiers rise. …
Compared with the earlier two-tier structure (Premium / Premium Pro), a cheaper individual entry price has been added for users who do not need a family-wide plan, subdividing the entry point to paying. The design is unchanged — AI for per-person sorting and auto-editing on top of a free family base monetized through storage, merchandise and subscriptions. Because free unlimited storage is funded by paid conversion, rising stored volume and conversion rate both bear directly on the model.[30] - 🇯🇵as of 2026-09-03
FamilyAlbum's monetization has also moved outside the subscription. On 3 Sep 2026 MIXI launched a Kanahei's Small Animals collaboration for the stickers used in comments and reactions and, with it, a 'single purchase' option that needs no monthly contract: ¥380 per sticker set, or ¥280 for subscribers to the ¥220/month Sticker Plan, with the collaboration running to 2 Sep 2027. …
It points the same way as the cheaper Premium One tier — reducing reliance on a single paid-conversion rate, through both price points and non-subscription purchase forms. It also adds more places to buy inside a private family space, and how well that is received is not measurable from any disclosed metric.[111][30] - 🇯🇵as of 2026-09-03
Japan's payment apps have also become a surface for accepting inbound visitors' home apps. On 3 Sep 2026 PayPay said the UnionPay App (UnionPay QR), used by cardholders in mainland China, Hong Kong and Macau, can now be used at PayPay merchants. …
The work runs through PayPay's cross-border platform HIVEX, which now covers 36 services across 17 countries and regions, a range the company says reaches about 80% of visitors to Japan. Merchants accept foreign-currency payments on the PayPay terminals they already have. Separately from growth in domestic users, this opens the merchant network itself to other countries' payment apps, showing that competition between payment apps is no longer measured only by domestic user counts. The fees on the accepting side are not disclosed.[110][2] - 🇺🇸as of 2026-08
The US P2P rail has quietly spread beyond person-to-person transfers. On 13 Aug 2026 Early Warning Services, which runs Zelle, said enrollment in 'Zelle tag' — a public handle a business can be paid at — had reached one million small businesses, at a rate of roughly 3,500 a day through the first half of 2026. …
It reported nearly $5.8bn received through Zelle tag in that half, 8.3 million enrolled small-business accounts, and more than $200bn sent or received by small-business accounts, across a network of more than 2,400 banks and credit unions. The heaviest categories are real estate, health services, construction, specialty contractors and transport; the fastest-growing are amusement and recreation, membership organizations, auto repair and parking. A bank rail that carries no interchange being used to collect small-ticket revenue competes directly with card and wallet merchant economics, which the usual 'P2P app rivalry' framing does not capture. It also remains true that Zelle payments are harder to reverse than card payments, so dispute and fraud-remedy expectations differ for businesses and consumers alike.[114][116][27] - 🇯🇵as of 2026-09-01
LY Corporation, which runs Japan's largest set of everyday apps, has started to treat the AI conversation itself as ad inventory. Under the framework NPCI set out on 15 Sep 2026, merchant (P2M) payments above ₹2,000 carry 0.4%, capped at ₹300 per transaction; person-to-person transfers and small merchants receiving up to ₹1 lakh a month through UPI QR codes are exempt. …
Fuel, railways, telecom and insurance pay a flat ₹5, capital markets 0.02%, and the regime starts on 15 October. The Finance Ministry says it applies to only about 4% of merchant transactions. Reported allocation tilts MDR toward banks rather than payment apps. About 80% of collections are expected from businesses processing more than ₹1,000 crore a year in digital payments. FC Tokyo's fiscal-year change put five months (Feb-Jun 2026) into Q1. In August 2026 a bill that lets the government prescribe merchant discount rates (MDR) on UPI passed the lower house, so the fee-free premise of this payment economy is itself in flux.[121][122][123][139][44][34][49][5] as of 2026-08 · superseded by ↓
- 🇮🇳 MDR on UPI is usually narrated as 'payment apps finally get paid,' but published estimates put most of the benefit on the account-holding side — the large banks. Reported estimates give SBI alone roughly ₹3,000 crore a year, with Bank of Baroda- and HDFC Bank-sized players around ₹700-800 crore each, alongside acquirers such as PhonePe and PayU. Estimates of the pool itself diverge: one tally puts it near ₹16,000 crore a year, while another, assuming 15-30 basis points, sees a ₹5,000-10,000 crore revenue pool by FY28. The Finance Minister said on 6 Aug 2026 that MDR would not be borne by end users, but the real incidence on merchants and any pass-through is unsettled; before rates are fixed, both the size and the distribution of the benefit are low-confidence.[70][71][72][49] as of 2026-08 · superseded by ↓
- 🇮🇳 The shape of the MDR proposal itself points to a second-order effect. Reporting describes a design of 0.25-0.4% on business transactions above ₹2,000, with person-to-person transfers and small tickets excluded. Such a design can split behaviour: only the fee-bearing high-value band moves to other instruments (cards, cash) while small payments stay on UPI. That is compatible with UPI setting a record 23.66bn monthly transactions in July 2026 — count and value can move in different directions. The Payments Council of India says UPI stays free for consumers, while Pine Labs argues zero-MDR slowed growth, so the industry itself is split. The Finance Minister and the RBI both said as of August 2026 that no rate framework is settled, so neither the direction nor the size of the effect is fixed. The split described here is an inference from the published scope, not a measurement.[49][44][71] as of 2026-08 · superseded by ↓

Where people's time concentrates differs sharply by country: JP = LINE + YouTube, IN = WhatsApp + Reels/Shorts, US = YouTube + TikTok + iMessage, AU = YouTube + Facebook + Instagram. How age rules and AI apps move that allocation is this layer's central question. The company says that from autumn 2026 the feature becomes a benefit of the paid LYP Premium tier, and it lists 'mute messages' — sending without a notification — among paid features too. On a near-infrastructure base of about 100M domestic monthly users, basic conversational actions that were free are moving behind a subscription, showing that the messaging surface itself, not only ads and payments, can become a revenue line. It also raises a question of acceptance, since ability to pay would separate what people can do inside an everyday utility.[81][47] - 🇺🇸 In the US, YouTube (~289M monthly) and TikTok (~183M, TikTok's own Sept 2025 US MAU figure) lead, with iMessage/SMS at the core of communication. Management attributed this to age checks and discovery changes made for long-term health, saying the bookings impact on younger users 'was greater than anticipated,' while also noting US 18-34s growing ~40% YoY. OpenAI said on 31 Jul that it had passed 1bn active users and more than 2 million business customers, without saying whether that is weekly or monthly, and counting all of its interfaces together. The last series OpenAI itself confirmed was about 900M weekly actives in February 2026, and The Information reported on 29 Jul that ChatGPT was still only approaching 1bn weekly — roughly seven months after the company's own target. The two billion-user claims are only partly comparable. The direction, AI apps absorbing more daily time, is not in doubt, but which series one reads changes the growth conclusion, so the basis should be stated explicitly.[89][67][68][69][20][23] - 🇯🇵as of 2026-07
In 2026 the networks and power that everyday apps assume failed at the same time. The Reiwa 8 Kumamoto earthquake struck at 16:27 on 28 July 2026 (M7.1, maximum seismic intensity 7). …
All four carriers — NTT Docomo, KDDI, SoftBank and Rakuten Mobile — reported outages, and on 29 July SoftBank and Rakuten Mobile also joined the inter-carrier 'JAPAN roaming' service. The four carriers opened the shared free disaster Wi-Fi network '00000JAPAN'. While power and networks were down, cashless payment did not work, cash demand rose in the affected area, and a bank sent mobile ATM vehicles to evacuation sites. The user counts and payment volumes this layer records all assume that the physical layer works. Bundling contact, payment and photo sharing into one app raises everyday convenience, and it also widens what is lost at once during an outage. Offline behaviour and disaster fallbacks are therefore as concrete a question for availability as user numbers are.[131][132][133] - 🇯🇵as of 2026-08
A private estimate of the harm caused by purchase and cancellation design now sits beside the official process. On 18 August 2026 the Dark Pattern Countermeasures Association published its 2026 survey. …
It estimates annual losses of ¥2.4tn to ¥3.2tn among general consumers aged 21 to 64, affecting about 26.57 million people. Its 2024 round estimated ¥1.05tn to ¥1.67tn among about 3.14 million people, so the money figure is roughly double, but the affected-population figures differ by far more, and the sample design (500 general adults, 300 aged 65 to 74, 330 school students, 314 university students, fielded 26 May to 2 July 2026) and the estimation method are not identical. The association reports that younger users recognise dark patterns less often, and that older users find the loss later. This is a self-reported estimate from an industry association, not official statistics. Everyday apps are becoming super-apps, public infrastructure and AI-native at once. LINE/PayPay plan to embed finance and retail through account linking, UPI extends into credit rails, and ChatGPT/Gemini are daily apps. Japanese purchase routes reach into YouTube and AI assistants. Rate cards differ by region and take-up of alternative stores and external payment is limited. In photo services, image metadata can itself be the leak surface.

LINE is a Japanese-style super-app bundling Games, Manga, Shopping, Today (news) and payments around messaging, and the PayPay account linking from summer 2026 (in-chat transfers, friend-list linkage, a PayPay LINE Mini App, LINE Points to PayPay Points) widens that bundle further. …
PayPay in turn extends beyond points, BNPL, securities and banking into a retail membership base through 7iD integration. Users complete multiple life functions inside one app, shifting the locus of power from single features to bundling (the platform) and the ID layer.[1][3][47][48] - as of 2026-08
Distribution terms were reworked in the EU as well, in a direction that resembles Japan's. On 18 Aug 2026 Apple published, in its own developer news, an overhaul of its EU app distribution terms (reported in Japan on 19 August), dropping the per-install Core Technology Fee in favour of a 5% Core Technology Commission (CTC). …
It also eliminates the Initial Acquisition Fee and the Store Services Fee and applies a single set of terms to EU developers. The rates become 26% with Apple IAP, 20% for alternative in-app payment, 15% for purchases sent to the web, 10-15% for small businesses, mini apps and video partners, and only the 5% CTC for alternative marketplaces and web distribution. EU apps may now offer Apple IAP and an alternative payment method side by side. The terms take effect on 1 Oct 2026, and developers can opt in before then. The European Commission welcomed the change and said it is not considering penalties for now, while Epic Games rejected the terms as 'junk fees' that fail the Digital Markets Act. The settled state is that one company now runs different rate cards in Japan and the EU at the same time.[117][83] - 🇺🇸as of 2026-08
The contact-plus-payment bundle is reaching short-video surfaces too. On 18 Aug 2026 TechCrunch reported, citing Bloomberg, that code in TikTok's US iPhone app carries traces of peer-to-peer transfers inside direct messages: a Venmo-style design where the recipient taps to accept and the sender can attach a message, built on TikTok Pay, which already runs for TikTok Shop in Southeast Asia. …
TikTok told Bloomberg it is not testing the feature and that it remains early in development. No timing or partner is public, so confidence is low. Still, after LINE x PayPay in Japan, X Money in the US and WhatsApp Pay in India, the pattern of an attention surface trying to absorb payments is consistent — and WhatsApp Pay's ~0.7% UPI share remains the reminder that conversation volume and watch time do not guarantee payment share.[86][62][6] - as of 2026-07
The entry point for payment is starting to detach from the assumption that a person opens an app. x402 — an open standard that uses HTTP's 402 status to carry AI-agent payments — moved on 15 Jul 2026 into shared governance as the x402 Foundation under the Linux Foundation, with 40 organizations joining including Visa, Mastercard, Stripe, American Express, Adyen, Fiserv, Google, Shopify, AWS, Cloudflare, Circle, Coinbase and Ripple. …
Competing frameworks (such as the Machine Payments Protocol launched in March 2026) coexist, so the standard has not converged. Consumer-side usage is still limited today, but if agent-mediated search, comparison and purchase becomes standardized, the premises behind funnel design and measurement — in-app browsing and app-store billing — could shift.[64] - 🇮🇳 India's UPI underpins other apps as Digital Public Infrastructure; in 2025 WhatsApp's account cap was lifted, opening UPI transfers to all users and adding bill pay (electricity, gas, rent). Yet WhatsApp Pay's UPI share remains only ~0.7% (June 2026, ~151M monthly transactions) — showing a huge user base does not equal payment dominance. DMM GAMES released the DMM GAMES STORE on 31 August 2026. Under the previous Japan structure, developers in the 15% tier paid 15% on the first $1M a year and 30% above it. The new structure separates a service fee from a payment fee: 10% on annual revenue up to $1m and on auto-renewing subscriptions, 20% above that (15% for qualifying programmes), plus 5% when the developer uses Google Play's billing system. Google says it acted after consulting Japan's JFTC and hearing from major domestic developers including Bandai Namco Entertainment, Ponos, MIXI and LY Corporation. The registered app-store scheme stays on 31 December. The JFTC published designated operators' compliance reports on 27 Jul 2026, noting explicitly that the content states the operators' own positions, not the commission's views. Headline rates are falling, yet because routes that were previously prohibited but fee-free now carry a commission, developers have assessed total payment costs as flat to higher. As of 5 Sep 2026 Google's published developer fee page does not yet reflect the new Japan structure: Japan still sits among the 'remaining markets until the announced updated service fees are rolled out globally', on 15%/30% plus a 5% billing fee. The real effect can only be read after 30 September.[55][56][57][82][118] as of 2026-09-05 · superseded by ↓
- 🇯🇵 External payment is turning from a legal option into a real revenue path. At a seminar on 14 Jul 2026 KLab said its out-of-app sales, routed through Xsolla, had grown into its third sales channel after Apple and Google, and that what separated success from failure was product design — daily bonuses and limited-time items that create touchpoints. The 30% premise that had not moved for years has broken, and the industry question has shifted from whether to adopt external payment to how to grow it afterwards. MIXI is thickening the same path: its Monster Strike WEB Shop, whose utilization passed 50% in FY2026 and improved cost efficiency, added Minna no Ginko's instant bank payment on 6 Aug 2026, letting users pay straight from a bank account with no card registration, with 0.5 bonus points per ¥100 spent and 10% cashback (capped at ¥1,000) until 31 August. Stacking payment methods and incentives outside in-app billing is now producing concrete figures in Japan too. Across the industry, though, take-up is limited: a survey by the Mobile Content Forum (MCF) and seven other bodies, published on 26 Aug 2026 (30 companies, 34 responses), found only 5.9% using an alternative app store and 8.8% using alternative in-app payment, with respondents citing too few users, no fee advantage, and fear of retaliation by the platform operators. Individual successes and low industry-wide adoption are not contradictory — whether external payment works as a sales channel currently depends on a company's scale, product design and bargaining position.[84][92][26][98][99] as of 2026-08 · superseded by ↓
- The rate rebuild is not Japan-specific: it is a global restructure by Google that started in the EEA, the UK and the US. As published on Google's developer fee page on 5 Sep 2026, the new structure applying in those three regions from 30 Jun 2026 sets a 10% service fee on auto-renewing subscriptions and on transactions from 'new installs' up to $1m of annual earnings, against 25% for transactions from users who installed before that rollout (20% where the purchase is sent to an external web link), Developers inside programmes such as Play Games Level Up or the Apps experience programme pay 20% on existing installs (15% through an external web link) and 15% on new installs. Effective rates therefore split by which programme a developer joins as well as by when a user installed the app. A 5% billing fee is added when Google Play's billing system is used. Splitting the rate by when a user installed the app means effective cost can move in opposite directions for a mature title carrying a large legacy install base and for one built on fresh acquisition. The 10%/20% figures reported for Japan are not presented on the same cut as this global structure, so the actual terms need checking after the by-30-September rollout. Everyday apps face tightening rules across usage, payments, distribution and monetization design, and 2026 is the year law has moved most in this layer. Minor-facing product terms are written by settlement and by state law (California AB 1709), and age assurance moves toward higher penalties and third-party audit. India set UPI fees after amending the law, and Japan's enforcement runs from the smartphone act to credit and dark patterns. Court approval of Meta's settlement is not confirmed in primary sources.

NPCI again deferred — to December 2026 — enforcing a 30% cap on any single app's UPI volume, giving relief to PhonePe and Google Pay (~79% combined as of June 2026). …
The dilemma between curbing the duopoly and preserving convenience persists, with regulators directly shaping the payments-app structure. Running alongside MDR legislation, this expands both revenue opportunity and regulatory uncertainty for new entrants.[37][45][34][49] - 🇺🇸 The US TikTok divestiture was compelled by executive order and statute, completed under a legal framework where Oracle handles data audits and algorithm retraining. It is a precedent of the state rewriting, by law, the ownership of an app people use daily — making geopolitical risk in distribution surfaces a permanent fixture.[10] as of 2026-01

Age-assurance duties are spreading beyond 'covered social apps.' In July 2026 the Texas Attorney General obtained an agreed temporary injunction requiring Discord to extend to Texas users, within 90 days, the same age-assurance and default safety settings it already provides in the UK under the Online Safety Act. …
Australia's ban was observed to divert attention toward non-covered apps — but those destinations are themselves being pulled into age assurance. With state law (SB 2420) also putting age checks at the app-store layer, US state-level rules are now positioned to function as de facto national standards.[61][53][54] - 🇺🇸as of 2026-07
US P2P payments have drawn consumer-protection enforcement. On 8 Jul 2026 Block, which operates Cash App, agreed to a $45m multistate settlement with 46 states and others (led by Oregon and Texas). …
Regulators found Cash App's safety claims diverged from practice, identity verification was thin, and the absence of phone support left fraud reporting and remedy ineffective. Terms include round-the-clock phone intake (a human available by phone at least 13.5 hours a day and live chat at least 18 hours), ending misleading safety claims, and meeting obligations to investigate fraud and reimburse unauthorized transactions. As payments become everyday infrastructure, regulation is reaching past UI design into the support organization itself.[60] - 🇺🇸as of 2026-08
The US also settled one of its largest penalties over minors' data. In August 2026 TikTok agreed to a $400m settlement of the Justice Department's suit over the Children's Online Privacy Protection Act (COPPA): $300m paid immediately and $100m conditional on a court vacating an earlier consent decree from the Musical.ly era. …
The DoJ brought the case in 2024 after a referral from the Federal Trade Commission, alleging that children under 13 were able to create ordinary accounts outside 'Kids Mode', that their personal information was collected and retained without parental consent, that deletion requests from parents went unmet, and that procedures for finding and removing underage accounts were inadequate. The settlement requires better age controls, parental oversight and retention practices. Where age verification regulates the entrance, this penalises the handling of data already collected — so apps with minors among their users face regulatory cost from two directions.[85][74] - 🇯🇵as of 2026-08
Enforcement has also reached the finance businesses embedded in everyday apps. On 18 Aug 2026 the Tokyo Metropolitan Government issued a business improvement order under the Money Lending Business Act to LINE Credit, which is owned jointly by the LY Corporation group, Mizuho Bank and Orient Corporation. …
Tokyo found that system defects let contracts be concluded without collecting required documents from some customers, that some of those contracts amounted to the over-lending the Act prohibits, and that credit-information checks on existing borrowers were insufficient. It ordered the company to build a compliance-first operating structure, to put monitoring in place that detects such defects, and to strengthen management oversight. The service concerned is LINE Pocket Money; reporting says 47 borrowers received loans without the required checks between May 2022 and January 2026, five of them without income documentation and one beyond the statutory one-third-of-annual-income limit. Reporting describes this as Tokyo's second improvement order against the company, whose recent earnings are also reported to have fallen sharply. Offering credit through a messaging app is becoming standard in Japanese everyday apps, so an order against the credit layer is a concrete compliance cost for a sphere that is integrating vertically into payments, insurance and securities.[80][108][109][1] - 🇦🇺as of 2026-08
Australian age assurance has moved from orders to court-enforceable undertakings backed by external audit. On 19 Aug 2026 eSafety concluded such an undertaking with Roblox, giving it three months to stop adults contacting unknown children without parental consent, to make children's accounts private by default, and to improve complaint and notification paths. …
Roblox must also appoint an independent third-party auditor to assess its safety measures, including its age-estimation technology. Commissioner Julie Inman Grant said Roblox 'cannot mark their own homework'; this is the first time the agency has required an external audit of a technology company. If Roblox breaches the undertaking, eSafety can ask the Federal Court for compliance orders and further remedies. The quality of age-assurance implementation is now tested by audit rather than by self-report.[87][32][39] - 🇯🇵as of 2026-08
In Japan the design of in-app purchase and cancellation flows is itself heading toward regulation. On 24 Aug 2026 a Consumer Affairs Agency study group on digital transactions and the Specified Commercial Transactions Act presented an interim summary on regulating dark patterns, aiming at misleading displays and cumbersome cancellation procedures and looking to amend that Act. …
Reporting cites tactics such as remaining-stock counters that rush a purchase, and cancellation that can only be done by telephone. The approach is described as targeting bad-faith conduct rather than a blanket ban, with legislation in view for the next Diet session. For apps that use purchase funnels, cancellation flows and limited-time displays, this adds a line of design requirements separate from commission rates and age checks.[91] - 🇺🇸as of 2026-07
PayPay's Nasdaq listing (March 2026) brought a Japanese everyday-payments app under US SEC disclosure and governance discipline. Cross-border listing imposes ongoing compliance — quarterly disclosure, internal controls, consumer protection — illustrating how regulatory scope expands as an app becomes everyday infrastructure. …

Changes to distribution terms are being settled with regulator acceptance and industry dispute running side by side. Apple applies from 1 Oct 2026 the EU terms it published on 18 Aug 2026, which drop the Core Technology Fee and also eliminate the Initial Acquisition Fee and the Store Services Fee. …
The European Commission welcomed the change and said it is not considering penalties for now, while Epic Games rejected the terms as 'junk fees' that fail the Digital Markets Act — so the terms a regulator accepted and the assessment of the developers who pay them remain apart. Japan shows the same shape: the JFTC published the designated operators' compliance reports, and industry bodies called the same regime at risk of being hollowed out. Whether compliance is measured by regulator acceptance or by developer experience stays an open question for how the regimes are run through late 2026.[117][83][98][55] - 🇺🇸as of 2026-08

The Interactive Gambling Amendment (Gambling Reform) Bill 2026 passed the House 103 to 14 on 18 August 2026 and the Senate on 19 August, and the main duties start on 1 January 2027. They ban wagering ads around live sport and between 5am and 8:30pm, cap television at three ads per hour in that window, ban promotion by athletes, celebrities and influencers, ban venue advertising (uniforms from 2031), require online ads to run only to logged-in and age-verified users with an opt-out, create an ACMA-run opt-out register that covers all operators, ban direct inducement marketing for 14 days after sign-up, for three months after a person leaves the BetStop self-exclusion register and permanently for at-risk customers, and let banks block transactions to illegal operators. Assessments differ. The government calls it the strongest set of rules yet. The 2023 Murphy review had asked for a full advertising ban, an immediate ban on all inducements and a national online gambling regulator, and none of those were adopted; independent Senator David Pocock called the result the bare minimum. MP Sophie Scamps, who voted against, said Australians are the biggest losers to gambling in the world and that more than 400 people die by suicide each year in connection with gambling addiction. Industry bodies (Responsible Wagering Australia and PointsBet) argue that tighter rules favour unlicensed offshore operators. Harm reduction and a shift of the market offshore are both hypotheses that only post-commencement measurement can settle. The act is a reference point for Japan's public-racing framework of advertising limits and self-exclusion, and for other jurisdictions working on addiction policy.[124][125][126][127][128] as of 2026-08 · superseded by ↓
- 🇺🇸 Litigation over harm to young users landed, through 2026, on both money and product specifications. On 26 August 2026 Meta settled with the coalition of state attorneys general, and reporting from that day says Judge Yvonne Gonzalez Rogers of the Northern District of California approved the settlement hours later. Per the New York Attorney General, the amount is at least $12.1bn, rising to as much as $17.1bn if other major platforms settle similarly, with New York receiving at least $819m — the largest settlement with a single company in that office's history. The terms include daily time caps for under-18s, overnight access blocks, notification limits, an option for a non-algorithmic feed and hidden likes, running at least five years and ten if competitors follow, per that release.[94][138] as of 2026-08 · superseded by ↓
E Environmental 4
The power and carbon load of data centers behind trillions of photos/videos and massive AI inference is emerging as a hidden cost of photo/family and AI apps, and viewing behaviour itself is starting to be linked to electricity demand. MIXI's climate disclosure is assured only for Scope 1 and 2 and governance; Scope 3, where the load of free unlimited storage and cloud/AI usage sits, remains outside it, so what is assured and what carries the load do not coincide.
- Google Photos stores 9 trillion items with ~4.3bn daily uploads, and together with inference at the scale of ChatGPT (1bn MAU) and Gemini (900M MAU), everyday apps lift data-center power, cooling and water use. Unlimited storage plus always-on AI is a shared ESG issue for photo/family and AI apps, in a structure where user growth converts directly into electricity demand.[12][20][23] as of 2026-06
- 🇯🇵as of 2026-08
The link between viewing behaviour and electricity demand is now being handled operationally. With the J.League moving to a summer season start from 2026/27, the viewing season overlaps Japan's peak power-demand period, and on 7 Aug 2026 MIXI announced an 'HTT Shared Viewing Campaign' tied to the Tokyo Metropolitan Government's HTT (reduce, generate, store) programme, encouraging communal viewing of FC Tokyo matches at four Tokyo sports bars from 8 Aug to 12 Sep. …
The stated rationale is consolidating household air-conditioning and lighting to cut consumption, but no target or measured saving has been published, so its effectiveness cannot be verified externally.[52] - 🇯🇵as of 2026-08
The power and carbon load of unlimited free storage and AI inference is starting to move into disclosure and verification. On 18 Aug 2026 MIXI said it had obtained third-party assurance for its FY2026 climate-related information (1 Apr 2025 to 31 Mar 2026). …
The assured scope covers GHG Scope 1 and Scope 2 (both market-based and location-based) plus governance and risk-management information, and is the company's first such assurance. Scope 3 is not included, and much of the emissions associated with free unlimited storage such as FamilyAlbum and with cloud and AI usage sits there — so what has been verified and what carries the real load do not yet coincide. The announcement gives no emissions figures.[107][13][12] - 🇯🇵as of 2026-09
Layering the paid tiers does not reduce the volume stored. During 2026 FamilyAlbum added a cheaper individual plan ($2.99/month) and single-purchase stickers, subdividing the entry points to revenue, but neither touches the premise of free unlimited storage. …
Long-term retention at 30M-user scale keeps growing independently of how the pricing is arranged. On the disclosure side, the third-party assurance MIXI obtained on 18 Aug 2026 covers only Scope 1 and 2 and governance, leaving out Scope 3, where most emissions from storage and cloud/AI usage sit. The Integrated Report 2026, published 1 Sep 2026, is likewise built around AI and global expansion and gives no emissions figures at the release stage. Changes in revenue design remain unconnected to any environmental measure.[30][111][107][13][112]
History · 1
- 🇯🇵 MIXI's FamilyAlbum offers free unlimited photo/video storage; long-term retention at 30M-user scale steadily lifts storage capacity and data-center load. As video and resolution grow, storage cost and carbon footprint rise, making storage optimization and clean-power sourcing important for both cost and ESG.[13] as of 2026-05 · superseded by ↓
